I've read numerous accounts that the Trump Team was unable to attract the Best and the Brightest. The top dogs in the system simply did not want to work with or for this Administration.

That said, I think your estimation of Trump is probably correct--he would never allow his own people to upstage him. Early on it was reported that the Trumpeter found Nicki Haley attracting too much attention at the UN and deliberately reeled her in.

If nothing else, Trump is the original Drama Queen, demanding adulation, not brainpower.
