2. I agree, Trump and the GOP do what they want. Make up the rules as they go.

People who keep saying Trump can't do this or that, are missing an essential dynamic. Trump and McConnell do not follow the rules, they take what they want, and could care less what people think about them.

And the GOP congress would not stop Trump for firing Mueller, since they also have taken money from the Russians.
