Summit on Ukraine crisis to be held on Wednesday

MUNICH - The leaders of Germany, France, Russia and Ukraine aim to hold a summit over Ukraine crisis in Minsk on Wednesday, officials in Germany and France said Sunday.

The plan for a meeting Wednesday in the Belarusian capital emerged from a phone call between German Chancellor Angela Merkel, French President Francois Hollande, Russian President Vladimir Putin and Ukrainian President Petro Poroshenko. Merkel's spokesman, Steffen Seibert, described the call as "intensive."

The aim is to draw up a package of measures that breathes new life into a much-violated September peace plan. Seibert and the French government said preparations for the summit will take place Monday in Berlin, without elaborating.

There will also be a meeting in Minsk by Wednesday of the signatories to last September's accord, including Russia, Ukraine and representatives of the independent-seeking insurgency, they said.

MINSK, 31 January 2015 - The participants in the Trilateral Contact Group came to Minsk for consultations with the representatives of certain areas of the Donetsk and Luhansk regions. The TCG had prepared a detailed plan for the concrete implementation of the Minsk Protocol and Memorandum, which continue to be the indispensable basis for any peaceful settlement.

Unfortunately, the signatories of these documents from Donetsk and Luhansk did not participate, although they had been personally invited by the Trilateral Contract Group. Their representatives who were present were not in a position to discuss the proposal put forward by the TCG. In fact, they were not even prepared to discuss implementation of a ceasefire and withdrawal of heavy weapons. Instead, they called for revision of the Protocol and Memorandum. The meeting was adjourned.

The TCG remains open to continuing consultations at any time. In view of the seriously deteriorating situation and growing numbers of casualties, the TCG calls on all actors involved to engage responsibly in the comprehensive implementation of the Minsk documents with no further delays.

At least Ukraine is sending people and participating in the Minsk talks unlike the "pro-Russians" that unilaterally pulled out of the cease fire and have gone on an offensive on the entire front gaining ground. They are well supplied from "somewhere" and have an endless supply of munitions and now all seem to have matching new winter uniforms and coats.

Encouraging either or both sides to continue fighting at this point is frightfully dangerous for Ukraine, and for the World in general.
