A mandatory evacuation remains in place for about 1,000 people ordered from their homes north of Houston because authorities are concerned that heavy rains may cause a dam to fail.
Miranda Hahs, spokeswoman for the Montgomery County Office of Emergency Management, says work began on the earthen dam at Lake Lewis on Thursday when soil began sliding away.
She said Sunday that the dam is holding and no water is seeping through.

It's a privately built, owned, and maintained dam. It's a small reservoir created to cool turbines at a power company's generating plant.
(It's the same issue with a number of the Mississippi levees that people talk about. Some were privately built, some were built by local authorities, some by a combination of private and local authorities, some by states with or without local authorities, some by the feds. For the most part, you build it and own it, you get to maintain it. It's easier to assume that all public works must be federal, if that's the only tool in your toolkit.)

But then that is nothing new, right? Privatize the profits, socialize the losses.
