Q&A: What can federal judge do to make Rowan clerk obey his order to issue marriage licenses?

Rowan County Clerk Kim Davis will stand before a federal judge in Ashland on Thursday to explain why she should not be held in contempt of court, having violated an Aug. 12 court order by refusing to issue marriage licenses this week.
For a national audience, Davis has come to personify religious objections to the U.S. Supreme Court's landmark decision in June legalizing same-sex marriage. She faces the possibility of paying hefty fines out of her own pocket or even going to jail.
As Davis stands defiantly, the half-dozen local couples suing her same-sex and opposite-sex are in their third month of waiting to get a marriage license from the courthouse where they pay their taxes. In their county of 23,527 people, which includes Morehead State University, it's as if the Supreme Court never ruled this summer.

She can then sit there until her term is up. I would think that the county could then block her benefits for non-performance of her duties and being absent without valid cause.

Now as to her minions, they are not elected officials. I don't understand why the County does not just flat out fire them for refusing to perform their assigned duties. I don't see anything that would stop the County from firing them. Now of course if they all get thrown into jail for contempt of court, the county could add on unexcused absense to the firing of her minions.

I guess I could understand if she was being forced to authorize an abortion, or the death penalty, against her beliefs. But how does anyone's marriage affect her personally? She is not the judge and jury of her religion. At least she is not supposed to be.
