Emanuel Blames Chicago Crime Uptick On Officers Second-Guessing Themselves

Mayor Rahm Emanuel on Monday stood by his contention that Chicago police officers are becoming "fetal" out of concern they will get in trouble for actions during arrests, blaming officers second-guessing themselves in the wake of high-profile incidents for rising crime rates in Chicago and elsewhere.

Last week, the mayor was part of a meeting in Washington, D.C., with Attorney General Loretta Lynch and a group of mayors and police officials from across the nation to discuss a spike in homicides and other crime.

"We have allowed our Police Department to get fetal, and it is having a direct consequence. They have pulled back from the ability to interdict … they don't want to be a news story themselves, they don't want their career ended early, and it's having an impact," Emanuel said, according to the Washington Post.

On Monday, Emanuel pointed to that tentativeness as one of the causes of an increase in crime here this year. "What happened post-Baltimore, what happened post-Ferguson is having an impact," Emanuel said. "And I still believe recent events over the last year or 18 months have had an impact. And officers will tell you that. And I tried to speak up for the good officers that are doing community policing that make up the men and women of the Chicago Police Department."

When you have large urban areas with neighborhoods that are "known" crime/drug spots and even reporters can show footage of open dealing and no one comes when the police are called... yet the same cops will stalk normal kids walking to school or to a bus stop (more than 2 blacks walking down the street = "a gang" in cop world) and harass them because they are "suspicious" (laughing and joking around)...

THIS is the problem. They have not been taught to distinguish.

When it comes to "petty" crimes (jaywalking, graffiti, traffic stops), whites are given the benefit of the doubt - even if they get belligerent (this has been shown on recording after recording). I.e., in some LOE minds EVERY POC is a criminal (based on cultural conditioning), so if they can't go after one who is being misidentified as a "potential criminal" then they won't go after any, including those who are obviously committing a crime.

In some cities the uptick just in black civilian deaths (civilian-on-civilian homicides) for a given city is as large as the national cop-on-black death toll.

In other words, we argue strenuously that 170 deaths or so that cross lines of race and power are unacceptable.

Then we sit back and fail to notice the 500-death increase within lines of race and power that apparently is quite acceptable.

Even worse, we choose to be blind to this because the implication about the BLM folk (and their fellow-travellers) is really quite nasty. Nobody likes to play honest with the numbers when a Cause and a Narrative are at stake.


Then again, this is a bit speculative: Hard to get hard information on why the nationwide uptick in the homicide numbers in selected communities increased so much. Harder yet when the uptick is embarrassing and political/social narratives rule out some potential causes.

I hear some claim crime is going up, others claim it is going down. All I know is the criminals with badges don't get punished either way.

was the time not long ago when the NYPD said they were going to stop making arrests for a while in response to a crackdown on their brutality...cops everywhere are going to have to prove they can be trusted, in this climate you don't get the benefit of the doubt when you're armed.
