Two people have been shot and Ammon Bundy is in custody, according to a YouTube live stream report by Pete Santilli, who was speaking outside a hospital in Burns.
The media was alerted to a possible shooting with casualties --- upon approaching the road where the shooting was said to occur web found a blockade with officers in tactical gear and AR 15's on guard. The hospital is also on lockdown.

Highway 395 at the intersection of US 20 north of Burns not far from the Malheur National Wildlife Refuge closed in both directions.
Harney District Hospital is on lockdown, OPB reported.

As described, the 2013 agreement is actually a model for mobilizing local stakeholders in support of federal land ownership. That presents a direct threat to the movement to privatize federal land, promoted by the powerful lobbying organization ALEC under the guise of a states rights philosophy.
When the Malheur takeover first erupted, TriplePundit noted that ALECs states-rights fingerprints were all over all it, and as events unfold, the ALEC lens is emerging as the only way to make sense of Bundys actions.
While professing to help the local community, Bundy consistently and willfully failed to abide by overwhelming local sentiment calling for him to leave, including pleas from the Hammonds themselves. .......

I don't think finnican was with them...could be wrong there.

Ammon and Ryan Bundy, the brothers leading anti-government protesters occupying Malheur National Wildlife Refuge in Oregon, and five other people were arrested Tuesday, state and federal authorities said. One person was dead, the FBI said.
Shots were fired about 4:25 p.m. (7:25 p.m. ET) when the FBI and Oregon State Police began an "enforcement action" at the wildlife refuge, the FBI said. It didn't identify the victim but said he or she wasn't a law enforcement officer.
Three other people were in custody in addition to the Bundys in the initial incident, authorities said:
Brian Cavalier, 44, of Bunkerville, Nevada
Shawna Cox, 59, Kanab, Utah
Ryan Waylen Payne, 32, of Anaconda, Montana
Two other people Joseph Donald O'Shaughnessy, 45, of Cottonwood, Arizona, and Peter Santilli, 50, of Cincinnati were arrested later in separate but related incidents, the FBI said.
Santilli is well known locally as a webcaster and activist who has vigorously supported the Bundys. He was live-streaming the initial confrontation when his feed went down late Tuesday afternoon.

The FBI said authorities arrested Ammon Bundy, 40, his brother Ryan Bundy, 43, Brian Cavalier, 44, Shawna Cox, 59, and Ryan Payne, 32, during a traffic stop Tuesday afternoon on U.S. Highway 395.
Authorities said another person, Joseph Donald O'Shaughnessy, 45, was arrested by Oregon State Police in Burns. Later Tuesday evening, the FBI arrested Peter Santilli, 50, in Burns.
Shots were fired during the arrest and one person was killed. The person's identity was not released, pending notification of his next of kin. The FBI said he was the "subject of a federal probable cause arrest."

Several members of a militia that have been occupying federal land in Oregon -- including Ammon Bundy -- have been arrested after a weeks-long standoff with law enforcement, authorities said.
Around 4:25 p.m., federal officials moved in to try to take several militia members into custody at the Malheur National Wildlife refuge. Shots were fired during the arrest and one individual -- the subject of a probable cause arrest, was killed, the FBI said. No name was available.
Another suffered non-life threatening injuries and was taken into custody.
Among the five arrested there was Bundy, the son of Cliven Bundy, a Nevada rancher who engaged in a standoff with the federal government, in 2014.

People reported the highway closing before Santilli knew to go to the hospital. I put up the Santilli warning because the video is his feed. And that's why we saw his arrest live, on his own program!

HARNEY COUNTY, Ore. KATU News has learned the leader of the armed occupation at Malheur Wildlife Refuge - Ammon Bundy - has been detained, along with at least eight other individuals Tuesday evening.
Officials said it all began with a traffic stop while Bundy and some of his followers were en route to a community meeting in John Day, about 70 miles away.
Shots were fired after FBI agents, Oregon State troopers and other law enforcement agencies made the stop. CNN reports its unclear who fired first.
Details of the arrest and confrontation remain unknown, but charges are pending related to the group's 25-day takeover of the wildlife refuge.

The Harney County District Hospital in Burns, Oregon is on lockdown, and a section of the highway is also closed. The altercation occurred when the militia was on its way to a meeting in John Day, a neighboring town.
The FBI released a statement confirming that one militant died in a shootout. Another militant sustained non life-threatening injuries and was taken to the hospital.

BURNS, Ore. (AP) -- Law enforcement source: Leader of armed Oregon group that had occupied federal site arrested.
A more than 50-mile stretch of highway in Oregon has been closed near where an armed group has been occupying a national wildlife refuge.
The Oregon Department of Transportation reported on its website that U.S. 395 was closed between the towns of Burns and John Day on Tuesday evening. The Oregonian reports that there had been a meeting scheduled between some members of the group and local residents in John Day on Tuesday night.

(RNN) One person is dead and Ammon Bundy and others have been arrested in Oregon, according to multiple media reports.
Citing law enforcement sources, CNN reports that at least eight people were arrested during a traffic stop on Tuesday. Sources tell CNN shots were fired, but it's not clear who fired first.
The group of armed activists have occupied a national wildlife refuge in rural Oregon since Jan. 2.
In a joint statement between the FBI and Oregon State Police, authorities identified the arrested as Ammon Bundy, his brother Ryan Bundy, Brian Cavalier, Shawna Cox and Ryan Waylen Payne.
Authorities have confirmed one person is dead but would not identify them.

BURNS One militant is dead and the top leaders of the refuge occupation are in police custody after law enforcement officials stopped vehicles Tuesday afternoon about 15 miles north of Burns.
Ryan Bundy, 43, of Bunkerville, Nev., suffered a minor gunshot wound and was taken into custody in a highway stop conducted by the FBI and the Oregon State Police.
Also arrested were his brother, Ammon Bundy, 40, of Emmett, Idaho, and Ryan W. Payne, 32, of Anaconda, Mont., Brian Cavalier, 44, of Bunkerville, Nevada, and Shawna J. Cox, 59, of Kanab, Utah. They were charged with conspiracy to impede federal officers, a felony.
The identity of the person killed in the shootout was not released.

The FBI and the Oregon State Police jointly reported five people were arrested and one unnamed person was killed in connection with an occupation at the Malheur National Wild Refuge. Here's the full news release:
At approximately 4:25 p.m. (PST) on Tuesday, January 26, 2016, the Federal Bureau of Investigation (FBI) and Oregon State Police (OSP) began an enforcement action to bring into custody a number of individuals associated with the armed occupation of the Malheur National Wildlife Refuge. During that arrest, there were shots fired.
One individual who was a subject of a federal probable cause arrest is deceased. We will not be releasing any information about that person pending identification by the medical examiner's office.
One individual suffered non-life threatening injuries and was transported to a local hospital for treatment. He was arrested and is currently in custody.

I am not saying he was a good guy here. I'm just saying he was not puffing himself up saying he wanted to kill some FBI dudes like some of the others did. He kept trying to talk everyone down to be calmer.
But maybe that was just his surface demeanor. Maybe when they got stopped he became more aggressive.

On the other hand actual vehicles intended to actual military use carry numbers not plates. Photos are NOT good enough to see what if any numbers are on the trucks. Now, these appear to be PRE-MRAP US Armored vehicles. No V -Haul for mine resistance for example.
You must understand the three generation of Armored whelled vehicles in Iraq:
Generation one: Up-armored Humvees. Humvees were NEVER designed to carry armor and putting armor on them reduce their over all capacity. Armored Humvees were viewed as a stop Gap in the early years of the guerrilla war in Iraq. The Un-armored Humvees did an excellent job during the invasion of Iraq, they did the jobs their were designed for General Transport and supply. , The problem was when that war was over and the Guerrilla War started, patrols in unarmored Humvees became dangerous, for they wer targets of the Guerrillas. Out of these attacks came the push to increase the armor on such Humvees, a stop-gap solution at best. It was proposed by some in Iraq to bring back the M113 tracked Vehicles for such patrols. This proposal was dismissed out of hand. While the troops in the field asked for the M113, no one in the Pentagon were pushing for their use. The main reason for NOT using the M113 were that the M113 tracks need replaced every 2000 miles of use (as compared to 20,000 to 50,000 miles when it came to rubber tires on a trucks) and increase fuel consumption. While this was the REASON given for NOT using the M113, it appears the real reason was the M113 was already in stock and no contractors were needed to get them ready for use.
Generation Two - The first attempt to provide armored wheeled vehicles to the Troops, used Medium Duty trucks frames with increase armor, engine and transmissions. This was NOT intended as a stop gap but a solution to the problems with Armor on Humvees. Problems with the designed were noted even before any were built. South African had an extensive history with IEDs (Individual Explosive Devices) and found a V-shape haul is best for deflecting the blast away from the troops inside the Vehicle. None of these Second Generation Armored Vehicles had this design, all were enclosed boxes. Good protection against small arms and RPGs, but terrible against mines and other IEDs and it was later that the troops in Iraq faced.
Generation Three: These are the MRAPs mentioned above, all have V-shaped hauls and all built since 2007.
These trucks look like Generation Two Armored Vehicles, Vehicles the US Army no long want for they are inferior to the Humvee when in comes to the roles the Humvee perform in the US Army (General Transport) AND inferior to the MRAPs that replaced them where armored trucks are needed,

After an exchange of gunfire Tuesday that left one man dead and another injured, the two brothers who orchestrated the armed occupation of a remote central Oregon wildlife refuge were taken into custody while traveling outside the area, along with six of their followers.
Then, early Wednesday the government shut down the area, initiating what authorities called a containment with checkpoints and promising to arrest any unauthorized people attempting to travel into the refuge.
The purpose, according to a statement from the FBI and Oregon State Police was to better ensure the safety of community members and law enforcement. Earlier, they had asked people to leave the area, but there was little sign that the remaining occupiers had done so, setting up the possibility of police action later in the day.

...Authorities did not release the name of the person who died at the highway stop, but Finicum's daughter confirmed it was Finicum, 55, of Cane Beds, Arizona, one of the cowboy-hat wearing faces of the takeover.

BURNS Robert "LaVoy" Finicum, the spokesman of the refuge occupation, was shot and killed after he charged police during a roadside stop north of Burns on Tuesday, according to a man on Facebook who claims to be the driver of one of two vehicles involved in the highway shooting.
Mark McConnell posted a video to Facebook Wednesday morning, recounting the Tuesday afternoon scene that led to Finicum's death ......
In his video, McConnell said Ammon Bundy and Cavalier were in the vehicle he was driving to John Day for a community meeting. He said Finicum was driving a pickup that carried Ryan Bundy, Payne, Cox and an 18-year-old girl.
He said as they traveled on U.S. 395 police vehicles pulled in behind them and stopped them. McConnell said he was removed by police first, then Ammon Bundy then Cavalier.
He said Finicum's pickup was stopped about 200 yards away, and one passenger already was on the ground in handcuffs.
McConnell said Payne and Cox later recounted how Payne and Finicum got into a "heated discussion" about what to do.
"LaVoy was passionate about this, about the movement," McConnell said.
McConnell said he noticed movement, and Finicum "took off" in the pickup with the remaining passengers. ....

The FBI released this statement Wednesday morning on the occupation of the Malheur National Wildlife Refuge outside of Burns:
For the past month, the FBI -- along with our partners at the Harney County Sheriff's Office, Oregon State Police and the many other federal and local agencies -- have had a very deliberate and measured response. We worked diligently to bring the situation at the Malheur National Wildlife Refuge to a peaceful end. Some of those actions were seen, some unseen. But, because this is an on-going investigation with some armed individuals illegally remaining in the refuge, we cannot get into details as to every action tried or taken.
I will say that the armed occupiers were given ample opportunities to leave peacefully. They were given the opportunity to negotiate. As outsiders to Oregon, they were given the opportunity to return to their homes and have their grievances heard through legal and appropriate means. They chose, instead, to threaten the very America they profess to love with violence, intimidation and criminal acts.
Yesterday, the FBI and our partners took the necessary actions to start bringing this situation to an end. We worked to ensure that we could do so in the safest way possible -- removing the threat of danger from innocent citizens. We continue to work to empty the refuge of the armed occupiers in the safest way possible.
Eight people were arrested, and one man died yesterday as we attempted to take him into custody. Because there is an on-going investigation by the Deschutes County Major Crimes Team on behalf of OSP related to this piece of the investigation, I will not be able to comment on the specifics.
I would, however, ask for your patience as the shooting investigation works its way through that outside process. At the appropriate time, the Medical Examiner's office will release the decedent's identity, and OSP will address the details of the event.
Let me be clear: It is fully and unequivocally the behavior and the choices made by the armed occupiers that have led us to where we are today. And, as the FBI and our partners have demonstrated, actions are not without consequences.
Containment road blocks are now in place around the Refuge. The disruption that the good people of Harney County have had to endure over the last few months will continue -- for now.
If the people at the refuge want to leave, they can do so through the checkpoints where they will be identified. If they have questions or concerns, they can call the negotiators at the number that has been provided to them.
As I conclude I want to share my promise to the people who live and work here -- who are raising their families here - that we will continue to look for safe, peaceful and productive ways to end this armed occupation. We recognize that the sooner we do that, the sooner the citizens of Harney County can start healing this community they cherish so much.

I have been coming to Harney County on behalf of the US Attorney's Office for the last 15 years.
I am keenly aware of the concerns that are important to this community. I have seen first-hand the passion that folks in this community have for the way of life that is so special. Clearly, this has been disrupted by this armed occupation.
The FBI, the Harney County Sheriff's Office, OSP, Oregon Sheriff's Association, and numerous law enforcement agencies from around the state have been working very hard to resolve this situation in a peaceful manner, to stop the threats to public safety, and to end the significant disruption this has caused to the people of this county.
We continue working towards resolution, and will do so with the primary goal of restoring normalcy to this community, and highlighting the already existing cooperative efforts of local and federal partners in addressing their own issues.
There are currently eight people in custody -- seven in Oregon and one in Arizona. They will all make an initial appearance before a federal magistrate today. At some time in the future, the defendant in Arizona will come to Oregon for future court proceedings.
As the FBI announced last night, these eight people were arrested for the federal felony offense of "conspiracy to impede officers of the United States from discharging their official duties through the use of force, intimidation, or threats."
This is an ongoing investigation, and we will not be commenting on the case, instead we will let the publicly filed documents in the case speak for themselves.
In closing, I want to thank the federal, state, local, and tribal law enforcement officers and agents who are working very well together to support this community and this effort.
I also want to again thank the people of Harney County for their patience...and their passion for returning this community to normalcy.
We will continue working around the clock until this matter is appropriately resolved.

(513 posts)At ~10:15pm pacific time, the Oregonian as well as the FBI announced that Jason Patrick, Duane Leo Ehmer, and Dylan Wade Anderson had been arrested, all on the Title 18 USC charge. Ehmer and Anderson surrendered voluntarily to the authorities at 3:30pm; Jason Patrick surrendered voluntarily at 8:40pm. The FBI is quoted as saying that since establishing their road checkpoints, a total of 8 persons have left the refuge: the 3 who were arrested, and 5 others who were let go.

Three more militants who were part of the Oregon standoff are now occupying the Multnomah County jail. Duane Ehmer and his horse Hellboy surrendered yesterday afternoon, along with Dylan Wade Anderson. Duane Ehmer could often been seen during the standoff, posing for the cameras on his horse, holding an American flag.
Hours later, Jason Patrick followed suit and turned himself in at a roadblock. According to reports, militia leaders from other groups were able to convince them to surrender ....

As the standoff in the Oregon desert draws close to a very American end a barricade, a shootout, one dead cowboy, several arrests the conflict over western lands is far from over.
During the first week of the standoff, things were fairly amicable between the militants and local authorities. But before long, the out-of-state gun-bearing cowboys were destroying property and threatening local officials. ....
the answer, according to Harney County rancher Fred Otley, lies in just the kind of cooperative plans that he and other ranchers and conservationists helped create with the Malheur wildlife refuge and Bureau of Land Management in 2013.
The landmark effort brought together all interest groups to develop a shared vision for the land which included economic, environmental and social needs. It took more than five years of hard work, long conversations and detailed biologic assessments to complete the project. In the end, ranchers signed a 30-year agreement with the government to protect the sage grouse habitat on their private lands, in exchange for the continued use of public lands for well-monitored grazing.
The cooperative effort included 53 ranches and 320,000 area of public and private land. In March, interior secretary Sally Jewell visited Harney County, dubbing the Malheur plan the Oregon way. It and similar work in other parts of the west ..........

They offered an inside account of the negotiations taking place with the FBI, and the growing anxiety among the militants as tension mounts to make their next step.

The request for help came on the heels of the Wednesday night arrest of Jason Patrick, a Georgia roofer who had emerged as a leader among the remaining occupiers ...

UPDATE (4:14 p.m.) The FBI has announced it will hold a press conference at 5:30 p,m. at the Harney County Chamber of Commerce on to address the current on-going situation at the Malheur National Wildlife Refuge. This announcement comes moments after a flurry of action at the refuge.

This is the complete video footage of a joint FBI and Oregon State Police traffic stop and OSP officer-involved shooting of Robert "LaVoy" Finicum on the Malheur National Wildlife Refuge. This footage, which has only been edited to blur out aircraft information, was taken by the FBI on 01/26/2016 and released by the FBI on 01/28/2016.
