RIO DE JANEIRO The new speaker of Brazils lower house of Congress on Monday annulled the vote to impeach President Dilma Rousseff, creating even greater tumult amid the power struggle gripping Latin Americas largest country.
Waldir Maranhão, an obscure lawmaker who took the helm of the Chamber of Deputies last week after the Supreme Court ordered his predecessor to step down to face a graft trial, stunned the country with the move just two days before the Senate is preparing to vote on whether to remove Ms. Rousseff from office and put her on trial.
Ms. Rousseff is facing accusations that she borrowed money from state banks to plug budget holes, masking the depths of Brazils economic troubles in order to bolster her re-election prospects. Until Mr. Maranhãos surprise decision on Monday, few expected her to survive the vote in the Senate this week on her suspension.
Now politicians are scrambling to determine how the decision might affect the presidents fate, with her opponents rushing to challenge Mr. Maranhãos ruling before the Supreme Court.

Brazil Senate moves forward with impeachment process
Brazil's Senate pressed ahead with the impeachment process against President Dilma Rousseff on Monday, despite a decision by the lower house's interim speaker to annul it earlier in the day.
The head of the Senate, Renan Calheiros, said he had rejected the lower house interim speaker's decision and that a vote in the upper house on whether to put Rousseff on trial would continue as scheduled.
The Senate is expected to vote this week on whether it will try Rousseff for breaking budgetary laws. If it decides in favor of doing so, Rousseff will immediately be suspended for up to six months as the trial proceeds.

RIO DE JANEIRO (AP) The impeachment process against Brazilian President Dilma Rousseff was thrown into chaos Monday as the acting speaker of the lower Chamber of Deputies annulled a majority vote by his own colleagues that favored ousting the embattled leader.
The surprise move by acting Speaker Waldir Maranhao touched off a firestorm of debate over the move's legality and its possible implications, a standoff that will likely have to be solved by the country's supreme court.
The Senate had been expected to decide Wednesday whether to accept the impeachment case against Rousseff and put her on trial for allegedly breaking fiscal rules in her management of the national budget. If a simple majority of senators decides in favor, Rousseff will be suspended and Vice President Michel Temer will take over until a trial is conducted.
Senate Head Renan Calheiros told colleagues he intended to ignore Maranhao's decision and move forward with the proceedings as scheduled. He slammed the speaker's action as "toying with democracy."

Maranhao said that there were procedural flaws in the April 15 and 17 vote in the lower house that accepted the impeachment proceedings against Rousseff...... the parliamentary group was swayed, which compromises the lawmakers' voting freedom.
..... Formerly the Vice-President of the Lower House, Maranhão assumed leadership of the House last week after the Supreme Court decided to suspend Eduardo Cunha's (PMDB-RJ) mandate as Lower House Speaker, who was a leading force behind the impeachment in the legislature.
In the appeal, the AGU pointed at illegalities such as vote swaying by party leaders .................
