Clinton IT staffer's hiring caused confusion among department managers

Bryan Pagliano, the former State Department IT specialist who managed Hillary Clinton's private email server, was hired by the State Department as a political appointee -- an unusual arrangement within his department that caused confusion among some managers.

A new set of emails from early 2009, which were released to the conservative legal watchdog group Judicial Watch as part of an ongoing Freedom of Information Act lawsuit, reveals conversations between top State Department officials about how the Bureau of Information Resource Management (IRM) could go about hiring Pagliano as an IT specialist under this arrangement.

Pagliano had previously worked as an IT director for Clinton's 2008 presidential campaign.

The emails show that Pagliano's resume was initially sent to Patrick Kennedy, the under secretary for management, in mid-February 2009. Kennedy passed the resume to Susan Swart, the chief information officer at IRM, and Charles Wisecarver, the deputy chief information officer for operations.

Pagliano's resume, which is attached to the email chains, shows he started as an IT director for the Clinton campaign in August 2006. Among his responsibilities, he lists: "Manage discrete projects as required."

So... the guy was 'an IT director' for Clinton's 2008 campaign, then somehow gets a State Department 'IT Specialist' position as a political appointee requested by Secretary Clinton, and did not land the job of IT Specialist through normal hiring channels?

That's... really strange. You hire IT specialists based on skill and experience. Especially if they're going to be responsible for managing email communications for the nation's highest-ranking diplomat.

Okay, that's obvious, given that the IT in question is subject to laws and rules that civil service employees know...

can you think of another reason? Me either.

But her IT guy needs to be a political appointee? Her relationship with the guy who reads and deletes emails is more vital to her than the ones who safeguard her life.

Someone recently asked what color the new draperies in the oval office will be. The answer: opaque.

Any little bit of information, regardless of where it is obtained is blown out of proportion and added to the smearing of Hillary on DU. It is disgusting. The repugs have a hold on this web site.
