Hillary Clinton’s Energy Initiative Pressed Countries to Embrace Fracking, New Emails Reveal

Back in April, just before the New York primary, Hillary Clinton’s campaign aired a commercial on upstate television stations touting her work as secretary of state forcing “China, India, some of the world’s worst polluters” to make “real change.” She promised to “stand firm with New Yorkers opposing fracking, giving communities the right to say ‘no’.”

The television spot, which was not announced and does not appear on the official campaign YouTube page with most of Clinton’s other ads, implied a history of opposition to fracking, here and abroad. But emails obtained by The Intercept from the Department of State reveal new details of behind-the-scenes efforts by Clinton and her close aides to export American-style hydraulic fracturing — the horizontal drilling technique best known as fracking — to countries all over the world.

The prices will jump because export has been limited since the 1970s and the demand for natural gas in Asia is huge, and once the spigot is turned on WTO rules say it cannot be turned off until its gone.

This could leave many US communities unable to afford heat! 9Unless we totally redid our aging housing) Milions would be displaced because they would lose rent stabilization and be unable to rent a new place at market rate, leading to mass exodus from the US-many people's equity would be destroyed and stripped of jobs (which are typically dependent on having a place to live in the area) many would also lose pensions-

Far from challenging fossil fuel companies, the emails obtained by The Intercept show that State Department officials worked closely with private sector oil and gas companies, pressed other agencies within the Obama administration to commit federal government resources including technical assistance for locating shale reserves, and distributed agreements with partner nations pledging to help secure investments for new fracking projects.

The documents also reveal the department’s role in bringing foreign dignitaries to a fracking site in Pennsylvania, and its plans to make Poland a “laboratory for testing whether US success in developing shale gas can be repeated in a different country,” particularly in Europe, where local governments had expressed opposition and in some cases even banned fracking.

The campaign included plans to spread the drilling technique to China, South Africa, Romania, Morocco, Bulgaria, Chile, India, Pakistan, Argentina, Indonesia, and Ukraine.

Given how leaky the fracking industry is, from drilling to piping to compression to end use, our "green bridge to a clean future" via natural gas may actually be WORSE for the climate than burning coal!

How Hillary Clinton's State Department Sold Fracking to the World

A trove of secret documents details the US government's global push for shale gas.

ONE ICY MORNING in February 2012, Hillary Clinton's plane touched down in the Bulgarian capital, Sofia, which was just digging out from a fierce blizzard. Wrapped in a thick coat, the secretary of state descended the stairs to the snow-covered tarmac, where she and her aides piled into a motorcade bound for the presidential palace. That afternoon, they huddled with Bulgarian leaders, including Prime Minister Boyko Borissov, discussing everything from Syria's bloody civil war to their joint search for loose nukes. But the focus of the talks was fracking. The previous year, Bulgaria had signed a five-year, $68 million deal, granting US oil giant Chevron millions of acres in shale gas concessions. Bulgarians were outraged. Shortly before Clinton arrived, tens of thousands of protesters poured into the streets carrying placards that read "Stop fracking with our water" and "Chevron go home." Bulgaria's parliament responded by voting overwhelmingly for a fracking moratorium.


Clinton urged Bulgarian officials to give fracking another chance. According to Borissov, she agreed to help fly in the "best specialists on these new technologies to present the benefits to the Bulgarian people." But resistance only grew. The following month in neighboring Romania, thousands of people gathered to protest another Chevron fracking project, and Romania's parliament began weighing its own shale gas moratorium. Again Clinton intervened, dispatching her special envoy for energy in Eurasia, Richard Morningstar, to push back against the fracking bans. The State Depart­ment's lobbying effort culminated in late May 2012, when Morningstar held a series of meetings on fracking with top Bulgarian and Romanian officials. He also touted the technology in an interview on Bulgarian national radio, saying it could lead to a fivefold drop in the price of natural gas. A few weeks later, Romania's parliament voted down its proposed fracking ban and Bulgaria's eased its moratorium.

Goldwyn had a long history of promoting drilling overseas—both as a Department of Energy official under Bill Clinton and as a representative of the oil industry. From 2005 to 2009 he directed the US-Libya Business Association, an organization funded primarily by US oil companies—including Chevron, Exxon Mobil, and Marathon—clamoring to tap Libya's abundant supply. Goldwyn lobbied Congress for pro-Libyan policies and even battled legislation that would have allowed families of the Lockerbie bombing victims to sue the Libyan government for its alleged role in the attack.


But environmental groups were barely consulted, while industry played a crucial role. When Goldwyn unveiled the initiative in April 2010, it was at a meeting of the United States Energy Association, a trade organization representing Chevron, Exxon Mobil, and ConocoPhillips, all of which were pursuing fracking overseas. Among their top targets was Poland, which preliminary studies suggested had abundant shale gas. The day after Goldwyn's announcement, the US Embassy in Warsaw helped organize a shale gas conference, underwritten by these same companies (plus the oil field services company Halliburton) and attended by officials from the departments of State and Energy.

Fracking is NOT good. It's not good for the environment and has a real impact on human lives. It poisons water supplies and is likely the cause of earthquakes. Who profits? Big corporations. Who loses? The rest of us.

All this seems to really confirm is that Clinton is pro-big business at the expense of the little guy. That's fine, I'll fight for the little guy 10 times out of 10.

I am truly disillusioned by the state of Democracy in America and a big part of that is people suck and vote for stupid things over policy positions.
