The votes of all 50 states and Washington, D.C., have been fully counted and certified, Dave Wasserman of The Cook Political Report announced Wednesday. Hillary Clinton received 65,844,610 votes, totaling 48.2 percent, and Donald Trump received 62,979,636 votes, totaling 46.1 percent. Clinton won the popular vote by 2,864,974 votes.

West Virginia saw the highest percentage of people vote for Trump, at 68.6 percent, while the District of Columbia had the highest percentage of people back Clinton, at 90.9 percent.

Trump defended his popular vote loss in a Twitter rant Wednesday morning:

"Campaigning to win the Electoral College is much more difficult & sophisticated than the popular vote. Hillary focused on the wrong states!"
