Cotton Calls BS On House GOP Repeal Plan: 'There Is No Three-Phase Process'

Sen. Tom Cotton (R-AR) on Tuesday threw cold water on remarks from top Republicans that legislation the Congressional Budget Office gave a dreadful score to is just one of three phases in the process of repealing and replacing Obamacare.

"There is no three-phase process. There is no three-step plan. That is just political talk. It’s just politicians engaging in spin," Cotton told conservative radio host Hugh Hewitt.

Republicans have said that after passing the House GOP's repeal bill, Health and Human Services Secretary Tom Price plans to follow up with regulations and Congress plans to pass another bill with additional reforms that would need to net 60 votes in the Senate.

During a Tuesday morning interview on NBC's "Today," Price mentioned this three-part plan. He argued the CBO report that projects 24 million people will lose insurance by 2026 under the bill is incomplete because it does not take into account the other two steps in the process.

GOP Rep. Says Obamacare Repeal Bill 'Is Definitely In Serious Trouble'

Rep. Mo Brooks (R-AL) said on Tuesday that House Republicans' bill to repeal Obamacare is "not good" and "is definitely in serious trouble."

"Let's be clear about something. The fact that the Republican welfare program is not as bad as Obamacare does not mean that it's good. It is not good," Brooks said on CNN.

He said that the bill will still increase deficits in the long run "compared to there being no Republican welfare plan, compared to there being no Obamacare."

"This legislation is definitely in serious trouble," Brooks said. "The primary impetus for the trouble in my opinion, aside from it being the largest welfare plan proposed by the Republicans in the Republican Party's history, is that we just had two reports come out in January."

5. No doubt they heard the concern from their constituents, but they are still not listening because

the OP is saying that conservatives view the "republican replacement" of the ACA as a "welfare giveaway", which is why they are against it. Those conservative republicans do not want a replacement, they want a repeal of the ACA period. They want the market to determine the prices.

They want those who are uninsured to go to the emergency room. No preventive care or treatment for chronic conditions such as hypertension, diabetes, etc.

In other words the way it was before the ACA.

The conservatives also have that same mindset with Medicare. This is only the beginning for them.

6. What you said is the key. The OP is referring to "conservative" republicans calling it a "welfare

program". I am not sure which republicans cannot be considered "conservative", but the OP seems to indicate there are several divisions going by congressional republicans.

One group just want to repeal the ACA, and let things be like they were before the ACA. ER for the uninsured.

Another group wants to push the current plan, and have tax cuts provided on the backs of the poor.

There might be a minority of republicans such as Collins and Murkowski, who would really like to improve healthcare for everyone, but whether they have the votes to block their colleagues, is anything but certain.

The best the Democrats can hope for is that this gets locked up in an impasse so nothing happens until 2018, where we might be able to take back the house, and stop these imbeciles
