Malcolm Nance calls this behavior "buggy."
When the target starts seeing that people know what he's been up to, he starts desperately trying to figure out how it got out. So he rips out the walls looking for bugs, has possible moles killed (a la Stone, Churykin, and Krivov), and in Trump's case, accusing anybody and everybody of "tapping" him.
