They can't get safer cluster bombs, because the technology hasn't progressed enough...so their solution is to use the older, less safer cluster bombs???

How about not using them at until the technology has progressed???

The M270 Multiple Launch Rocket System (MLRS) and the M142 High Mobility Artillery Rocket System (HiMARS), which are essentially the same system (MLRS is a tracked vehicle that carries two pods, each containing six rockets; HiMARS is a wheeled vehicle that carries one of the same pods), only fire cluster munitions. And those are the only heavy artillery systems the US fields, because we don't have the 8-inch howitzer any more.

Because they were to similar to the munitions packets that cluster mines dropped. To a starving child, one yellow plastic cube looked the same.

I know that we're not supposed to point out any mistakes Democrats make, but in 2006 Biden and Clinton made a huge mistake by voting to allow the military to continue to use cluster munitions in areas with high civilian populations. In my ( ...and the UN's) opinion.

But I could be mixing it up with something else.
