Police: Pilot Kidnapped Foreign Student and Tried to Send Him 'Back to China'

A pilot and certified flight instructor in California allegedly kidnapped a foreign student, brought him to an airport, and tried to have him sent back to China. Police say Jonathan McConkey worked with his assistant, Kelsi Hoser, to orchestrate the abduction at the IASCO Flight Training school in Redding. The pairs unwitting victim, Tianshu Shi, was reportedly one of dozens of Chinese nationals with student visas training at the school. McConkey and Hoser allegedly showed up at Shis place of residence late Thursday and notified him they were deporting him before turning up again the next morning to force Shi into a car. McConkey allegedly battered the student and told him hed suffer further violence if he didnt go along with the plan.

(6,810 posts)If it's a small flight school, they don't have any trans-Pacific aircraft. Even if they did, they were getting clearance to land in China how exactly? And forcing the student onto a commercial flight or freight flight? Um, what? Security checks abound? Were these guys on meth the whole time? And having a student visa means legally here. My gawd the stupid it burns.

So either they're too stupid to know security would catch them then, flight crew would catch them, other passengers would catch them, or they had additional help that would allow them to bypass all that. Also, posing as government agents from the sounds of the one line he threw at the student.
And what the hell is China doing, sending students to a US flight school that have less than adequate mastery of English?
What a fucking mess, and I'm sure as the investigation continues it's going to get uglier.

REDDING POLICE DEPARTMENT
Police in Northern California have arrested two people for allegedly kidnapping a flight school student and attempting to deport him back to China. The victim ultimately managed to thwart the alleged abduction by contacting his brother in China, who alerted police.
In a news release, the Redding Police Department says that the victim, Tianshu Shi, was a student pilot at a local flight school. His brother, Baihan Fu, who lives in Shanghai, said Shi told him on Friday morning that somebody had arrived at his apartment "to take him away." Fu reported the alleged kidnapping attempt to the police.
Jonathan McConkey, a pilot and instructor at IASCO Flight Training school, is accused of carrying out the would-be kidnapping with his assistant, Kelsi Hoser. The two allegedly showed up at Shi's home in an attempt to send him "back to China," police said.
"When Shi refused, McConkey battered him, and threatened physical violence if he did not go with them," the police said in a statement. "Shi ultimately left with them in fear for his safety and was transported to the Redding Municipal Airport to be sent back to China."

California police say they thwarted a vigilante deportation attempt last week in which a pilot allegedly kidnapped a foreign student, took him to an airport and tried to send him back to China. Jonathan McConkey, a pilot and certified flight instructor, is accused of orchestrating the kidnapping with his assistant, Kelsi Hoser, a ground instructor. Both reportedly worked at the IASCO Flight Training school in Redding, Calif.
Among IASCOs students were dozens of Chinese nationals with student visas, according to court records. KRCR News 7 reported the school contracted with Chinas civil aviation authority to train its new pilots, one of whom was apparently Tianshu Chris Shi. Shi, 21, told the Record Searchlight that he had been in the United States for about seven months living with several other IASCO trainees at an apartment in Redding. It was there, police said, that McConkey and Hoser came for the student. The pair first showed up at the apartment on Thursday night, according to a police statement.
Shi told the Searchlight that they ordered him to pack and be ready to leave for China at daybreak. I said I didnt receive any documents from China, he said. McConkey and Hoser didnt explain why they wanted him out of the country, the student said, and police have not explained either. But Shi told the Searchlight that he had been forbidden to fly two months earlier, and suspected that his limited English was the problem.
An unrelated federal lawsuit, filed last year by a former instructor, alleges that many of IASCOs Chinese students spoke so little English that they could not safely fly that one had nearly crashed into another plane because he had misunderstood his teachers instructions. The lawsuit predates Shis training, and does not mention Hoser or McConkey, who is reportedly a 48-year-old manager at the flight school.
