Top Census Scientist Testifies That Adding Citizenship Question Was Not A Good Idea

NEW YORK The top scientist of the Census Bureau testified Tuesday that he did not think it was a good idea to add a citizenship question to the 2020 census and that he and the other experts at the bureau recommended against adding the question.
The first hour and half of Census official John Abowds testimony in a federal trial in Manhattan focused on the various analyses the Census Bureau did to come to that assessment. The case is a consolidation of lawsuits brought against the Trump administration for adding the question.
Abowd is the only government official expected to take the stand during the trial in front of U.S. District Judge Jesse Furman. His questioning Tuesday was led by ACLU attorney Dale Ho.
Ho sought to undercut claims made by Commerce Secretary Wilbur Ross, who has oversight over the decennial census, in a March 2018 memo announcing the addition of the question that the Census Bureau had not provided definitive, empirical support for the belief that adding the citizenship question would reduce response rates.
