White House tries to go around Pelosi for State of Union

This discussion thread was locked as off-topic by DonViejo (a host of the Latest Breaking News forum).

Source: Fox News Tweet

SCOOP: @WhiteHouse has sent a letter to the Sergeant-At-Arms, asking to schedule a walk-through for the SOTU address. SAA cancelled a walk-through last week at the request of @SpeakerPelosi . @realDonaldTrump still plans to be at the Capitol on Jan 29 for the speech

If she wants to keep him away from the chambers, all Dems should give up their seats and invite dreamers, African Americans that had voting rights stolen, pink hat women, LGBT, and high school shooting survivors, rape and sexual assault victims. Trump et. al invited his peeps for last SOTU. He will want no part of sharing a room with THOSE people. Ooooh!

even ignoring that the *house* sergeant-at-arms doesn't answer to the president, how would a state of the union speech work behind pelosi's back?

he can't have use of the house chambers over pelosi's objections.

even if he could get use of the house chambers, he certainly can't get a session of the house, or a joint session of congress, without pelosi's ok.

best he can really do it give it to the senate only in the senate chambers, or submit it in writing and deliver the speech somewhere else. from the oval office or at one of his rallies or whatever.

unless he figures the situation will be resolved soon and he'll give the address to a joint session of congress, as usual.

of course, he no doubt thinks the situation will be resolved because pelosi will just cave, even though she has every reason not to....

10. Could he be thinking of calling a "Special Session"
Tue Jan 22, 2019, 12:59 PM

https://en.wikipedia.org/wiki/Special_session

United States

In the United States of America, Article II, Section 3 of the United States Constitution gives the President of the United States the power to "on extraordinary occasions, convene both Houses or either of them." [1]

This power exists for urgent or extraordinary situations that require congressional action when Congress is adjourned. Presidents have exercised this power 46 times to recall only the Senate and 28 times to recall both Chambers of Congress, most recently by Harry Truman in 1948.[2]

The Senate itself differentiates between "extraordinary sessions" called by the Presidential proclamation and "special sessions" that merely indicate a session not normally scheduled.[3] The term "session" can refer to either the formal start and end of a Congressional session or the daily sessions of the chambers of Congress.[4] Thus a formal "special session" will only happen when Congress has adjourned sine die and is not simply in recess (in other words Congress may or may not already be in an official session, but in recess, when convened).[4]

he can force the house to be "in session", but he can't invite himself over, and he can't dictate what the house's order of business is.

alternatively, pelosi can go along with it, but just before the sergeant-at-arms introduces the president to the joint session of congress, pelosi can call for a quick vote on a house bill or two. then, on national tv, the house is seen voting in favor of the exact bill the previous senate already passed.

really put republicans in a tough spot....

The desks are removable and there is a balcony. It would be a squeeze, but doable.

Trump would start off with "sorry for the tight space, but Nancy Pelosi is such a bitter person, she refused to let you have a proper seat. We need to fix Washington and end this kind of nonsensical petty bickering" (or whatever).

She'll end up looking like a petty child.

Which is stupid, because Trump IS the petty child.

But that will be the optics.

Franklin D. Roosevelt had his read to the Congress in 1945 (I think he was in poor health and died a few months later). There have been only 95 in-person addresses.

1) He holds a rally somewhere and kind of reads his speech that he is constitutionally required to send to congress.

2) McConnell lets him make the speach from the senate chamber. I don't know if I've ever heard of a non-senator giving a speach from the chamber but I bet there isn't a rule against it.

Remember he does not have to deliver a speech, he just has to send a report to congress according to the constitution.
