It says "the process of printing". Those are lawyer weasel words which can mean documents have been transferred from one desk in the bureaucracy to another.

in the Constitution and rule of law should refuse to answer the citizenship question! And there's no doubt that the question will be on the Census form because the Orange Anus's rule has become absolute and no one dares to challenge him (he's not joking about being "president" for life).
