MOSCOW (Reuters) - President Vladimir Putin made a rare lockdown appearance in the Kremlin on Monday after officials said improvements in the coronavirus situation may allow Russia to re-open some tourist resorts soon and relax restrictions in many regions.
Russia, which has reported the worlds third most coronavirus cases, confirmed 8,946 new infections on Monday, bringing its nationwide tally to 353,427. Officials reported 92 new deaths, pushing the toll to 3,633.
Moscow, Russias worst-hit region, is entering its ninth week of lockdown. Mayor Sergei Sobyanin has said it is too early to lift restrictions but allowed state registry offices to open in the capital from Monday.
Russias borders remain closed, as are schools and most non-essential shops, but Prime Minister Mikhail Mishustin urged Russians on Monday not to travel abroad on holiday this summer.

Russia past peak of coronavirus, says Putin, on day country records highest daily death toll
Vladimir Putin said Russia has passed its peak of coronavirus infections, on the same day the country recorded its highest daily death toll.
After peaking in mid-May at more than 11,000 new cases per day, the number of daily infections in Russia has dropped below 9,000. On Tuesday, the country recorded its highest daily death toll of 174 a number still far lower than in countries with similar rates of infections.
Speaking on Russian television, Putin said according to experts, the peak can be considered passed, according to the AFP news agency. The Russian president also ordered a second world war victory parade postponed by the pandemic to be held on 26 June.
