Democrats to Propose Broad Bill to Target Police Misconduct and Racial Bias

Democrats in Congress plan to unveil expansive legislation on Monday that would make it easier to prosecute police misconduct and recover damages from officers found to have violated the constitutional rights of civilians, and step up pressure on the Justice Department to address systemic racial discrimination by law enforcement.
The bill, which House and Senate Democrats have named the Justice in Policing Act of 2020, is a direct response to the recent killings of three black Americans by white civilians and officers that have prompted protests across the country, but it includes policies that civil rights activists have been pushing for decades to combat racial bias and excessive use of force by law enforcement. The New York Times obtained a copy of a section-by-section summary of its contents, circulated privately on Capitol Hill late Friday.
It would be the most aggressive intervention into policing by Congress in recent memory, and elements of it are certain to meet with staunch opposition from politically powerful police unions and other law enforcement groups that have fought against such efforts in the past. It is not clear whether President Trump, who often aligns himself with law enforcement and has advocated the use of brutal police tactics, will embrace such measures now.
As currently proposed, it would significantly change federal law and require states and localities to make modifications of their own, such as instituting mandatory bias training, to receive federal funds. It would create a national registry to track police misconduct and require that law enforcement agencies report data on the use of force, as well as ban certain chokeholds and other practices that were used in confrontations with the police that left black Americans dead.

And this was an old WHITE guy!
And the aggressors just kept on walking. Some of them didn't even glance over at him as he laid there bleeding FROM THE HEAD. Old man. Probably on some sort of blood-thinner medication, which I'd guess because of how rapidly the blood had flowed from his fresh head wound. Just a couple of seconds after his head hit the pavement, there was already a puddle of blood.
My husband's on blood thinners, and it's rather startling how quickly bleeding can start.
And literally NOBODY stopped to try to give first aid. I would also guess that all those stormtroopers had received at least SOME first aid instruction as part of their training (assuming they'd had training of some sort). Same thing with the police. Don't they all take first aid courses as part of their jobs or part of their entry onto the force? Don't they take instruction in the impact of chokeholds and other restraints from moderate to extreme?
Maybe somebody here can help me out with this. It just seems to me that ANYBODY going into law enforcement where you're called upon to involve yourself with people in close contact would have to go through some training in basic first aid. Wouldn't they have to know at least the rudimentary life-sustaining techniques like CPR and knowing how to take a pulse and recognizing the physical symptoms of someone losing consciousness - AND WHAT YOU DO WHEN YOU SEE THAT? Don't they have to have at least some minimal training on that - even if it's just to carry through while they wait for the ambulance or other first responder they just called to the scene?

(36,053 posts)CPR people in the rear. Which can stop and help while the forwards keep "clearing" the vicinity. He said that's part of their training. Just relaying what I saw on MSNBC. I don't think the video continues long enough to show that, so I don't know who helped the old man next.

(13,058 posts)measures right now. Defense spending always polls very well. And defunding the police might scare a lot of voters. I think we need to win the November election first then next January we can start fixing things.

Same with stimulus, particularly this fall when the economy is struggling with the feedback from depressed demand. Oh, yea, Mitch. Remember that stimulus legislation you refused to take up in the Senate? Ooops. Personally, I think Senator McGrath has a nice ring to it.
