Because it hurts Trump is not a legal reason. Even in the SC, Trump needs to show proof.

but that's what happened in 2000 in FL. The SC told the counties to stop counting ballots as the State Secretary directed and certify the results as is. It would be harder this time since a number of swing states have Democratic governors and secretaries of state but not out of the realm of possibility.
