award the state's Electoral votes (to the winner) for each time they recount the ballots and there's no change in who won.

Georgia has 16 Electoral votes. Since they recounted 3 times, Biden would get 48 total electors out of Georgia alone. The winner of a particular state, however, cannot recount that state multiple times and put a lead thumb on the Democracy scale.

It would be called the "Donald Trump Sour Grapes Law".
