Democrats Say White House Nearing Limit on Infrastructure

(Bloomberg) -- The White House is giving bipartisan talks on a compromise infrastructure package another week to 10 days to bear fruit and is prepared to endorse a Democrat-only route if that effort fails, according to House lawmakers.

“They just said they are giving it a week or 10 days and then we move along with reconciliation,” House Budget Committee Chairman John Yarmuth said after a meeting of House Democrats with administration officials including White House counselor Steve Ricchetti Tuesday. Reconciliation refers to fast-track legislation that doesn’t need GOP support.

A White House official said Ricchetti didn’t set a deadline or cutoff date for talks. He told lawmakers that it will be clear where things stand on the bipartisan talks in the next seven to 10 days and after that, the administration would take stock of the situation, the official, who asked for anonymity to discuss the private talks, said.

A group of five GOP and five Democratic senators, led by Republican Rob Portman and Democrat Kyrsten Sinema, has been wrangling in recent days to refine a tentative compromise to move an infrastructure package through Congress using regular rules. After announcing an agreement and top-line spending levels, they have so far failed to release a detailed proposal, with talks continuing on funding mechanisms and how the money is to be allocated among projects.

Perhaps he can force the Republicans to come to their senses with the threat of a bill so distasteful to them that they will have to fold.

WASHINGTON – The White House and congressional Democrats are preparing to go it alone on a massive infrastructure package, saying they'll know by next week whether Republicans will join them or whether they'll fly solo on a bill modernizing the nation's transportation systems and addressing the threat of climate change.

Senate Republicans are "either going to choose to work together with us to get things done, to supercharge our economy or they will choose the way of (GOP Leader) Mitch McConnell, which has consistently been obstruction today, obstruction tomorrow, obstruction forever," House Democratic Caucus Chairman Hakeem Jeffries, D-N.Y. told reporters Tuesday. "And if they choose the obstruction pathway, then we are prepared to do what is necessary to get the American Jobs Plan over the finish line."

Jeffries spoke following a meeting with House Democrats and White House officials, including counselor for the president Steve Ricchetti, to discuss the path ahead on infrastructure amid what they see is a dwindling timeframe for action.

Ricchetti relayed that the White House plans to “take stock” in seven to 10 days of where infrastructure talks stand with the bipartisan group of senators, according to a White House official. Democratic leaders said they expect the infrastructure bills would reach both the House and Senate floors over the next few weeks in time for final approval before Congress recesses in August.

Democratic leaders seek to placate liberals by kicking off effort to pass Biden agenda along party lines

Senate Democratic leaders, facing skepticism from liberals about the direction of bipartisan infrastructure talks, plan to formally begin a process that would allow them to pass President Joe Biden's signature policy agenda along straight party lines.

The move is meant to placate progressives who are concerned their priorities won't be included in a bipartisan plan and is a way for Democratic leaders to show they are pushing forward with a strategy to pass sweeping legislation on the strength of their narrow Senate majority and without Republican support.

But it risks turning off moderate Democrats who are more focused on reaching across the aisle and threatens to scuttle a carefully crafted compromise with Republicans.

In an effort to strike a delicate balance, Democratic leaders argue that they are taking a dual-track approach by keeping the door open to deliver a bipartisan deal while also laying the groundwork to pass a separate, broader infrastructure package with only Democratic votes. The smaller package is designed to focus on more traditional projects like roads, bridges and broader -- while the larger package will include an expansion of the social safety net that Biden envisioned in his $1.8 trillion American Families Plan.
