Pelosi Sets Revised Oct. 31 Target to Pass Infrastructure Bill

(Bloomberg) -- Speaker Nancy Pelosi provided House Democrats with a new Oct. 31 target date to pass the stalled bipartisan infrastructure bill, saying she backed off a pledge to bring the measure to a vote this week because it would have been defeated.

“We must pass BIF well before then – the sooner the better, to get the jobs out there,” wrote Pelosi in a letter to her caucus on Saturday, referring to the $550 billion package in new infrastructure spending.

A 30-day funding extension for federal highway programs will expire at the end of October. That temporary measure was passed Friday night to keep programs funded after Pelosi did not bring the infrastructure package to a vote.

Pelosi also sought to unwind for colleagues the “two dynamics at work” for why she did not bring the bill to a vote, despite having told party moderates she would do so.

I posted this on another thread, but I think it is relevant here as well, so reposting:

Here is what is probably going to happen:

The Debt Ceiling needs to be raised before 10/18.

They are on freaking vacation until (the 14th? 2 weeks from yesterday). So they will have 2 days, more if you count the weekend since the 14th is on a Thursday, the 18th is the Monday following.

The Republicans already voted against raising the debt ceiliing, and not only that, they freaking filibustered it so it couldn't even come up for debate on the Senate floor. So the /only/ way the Democrats can raise the debt ceiling is to include it in the Reconciliation bill.

Republicans are now on Record, voting No against protecting the full and faithful credit of the United States of America.

So here is what is going to probably happen:

Dems are going to put the Debt Ceiling (a MUST PASS) item, into the Reconciliation Bill. On or before 10/18. I'm sure they have already done what is needed to get it included, or at least start the process so the Senate Parliamentarian can approve it.

I know that Pelosi and Schumer have said over and over they wanted the Debt Ceiling to be bi-partisan, but when given the chance to vote on just that alone, the R's blocked it so it could not even come to the floor for debate and a vote. (motherfers)

This way, with the 10/31 date for the Bi partisan infrastructure bill, the Reconciliation will already be done.

I guess we shall see. In my mind's eye, it seems like some brilliant play on Nancy Pelosi's part, but I guess that kind of depends on how much they have to remove from the bill (they should rename it to the Don't Kill America bill, or Put the Children First bill)

As long as the sausage making continues while the house is in recess, then your timeline is plausible.

Just remember, time must be allotted for a vote on each committee working on each section of the reconciliation bill- there is a special procedure that must occur for each committee to “report out” it’s proposal in order for it to be included in the text of the final bill.

Since each committee is 50/50 Dem/Rep, a vote of the whole senate must pass for each committee’s report to be accepted in the bill. This is where Manchin and Sinema would have to approve, or, during the required debate period for each committee, say why they are voting no (hopefully the sausage making will be successful enough that the floor votes will be undramatic).

That’s what has to happen over the next two weeks in order for the final reconciliation bill, with the debt ceiling language included, to be ready for a final senate vote by October 18.

After that, the rest should easy peasy (as I’m sure Gottheimer and his Sabotage Squad won’t have the cajones to block the bill after it passes the senate).
