HOUSTON/WASHINGTON (Reuters) -Former President Donald Trump on Friday argued the United States should make it easier to confine "deranged" people and eliminate gun-free school zones after a gunman killed 19 children and two teachers this week at a Texas school.

"Clearly, we need to make it far easier to confine the violent and mentally deranged into mental institutions," Trump said in a speech at a convention in Houston of the National Rifle Association, a gun rights advocacy group.

Tuesday's fatal shooting of 19 pupils and two teachers in Uvalde, Texas, by an 18-year-old gunman equipped with an AR-15 style semiautomatic rifle again focused attention on the NRA, a major donor to Congress members, mostly Republicans.

On suggestions to improve the security of schools, Trump said every school should have a single point of entry, strong fencing and metal detectors, adding there should also be a police official or an armed guard at all times in every school.

An armed security person simply becomes the first target. There is a reason that 40 or 50 "good guys with guns" still take an hour to breach the building. In short summary, because the lunatic with the AR-15 will kill them, unless they get the first shot and that shot is deadly. The "good guys with guns" actually know what an AR-15 is capable of doing to a human body, so they are pretty damn careful.

Reasonable ingress and egress standards for fire safety will simply rule out a single access point. You have to be able to evacuate a building in a reasonable amount of time, and from several points in case fire blocks one or another path.

In so far as caging the deranged is concerned, institutions were not an altogether bad idea, but they have never been implemented in a way that was remotely humane. We defunded and deinstitutionalized the mentally ill during the Reagan Administration and no longer have the bed space to remotely handle the population that might qualify for mandatory treatment. Secondly comes the question of how you find them, other than at the scene of a mass shooting. If you can only find them in the middle of scene of mass carnage at a shopping center, movie theater, church, or public school, then what is the point? At that point, the law enforcement officers you already have will have taken the matter over.

If you are going to find them before they start blowing people into bitty pieces, government will have to start collecting a lot of data on a large number of people and have professionals available to assess it. We have no capacity to do this at this time in anything like a reliable way.

Here is what we know and can do, if guns are very difficult to obtain, deranged people will be far less likely to own them and use them.

There are door designs and lock designs that can easily be opened from the inside, but not from the outside.

There are still situations where that can be problematic, but it's not necessarily a bad idea (though certainly also not a total solution by itself).

...were in the theater in Colorado some years ago when the gunman slipped in the back door and began spraying bullets from an assault rifle. No one returned that fire in a state that encouraged concealed carry. There had to be at least 10 guns carried by good guys "for their protection", but not one used it.

They ran like everyone else because they knew drawing and firing would make them the next target.
