Sen. Joe Manchin III (D-W.Va.) on Wednesday said he had reached a deal with Democrats to advance economic legislation that aims to lower health-care costs, combat climate change and pay down the deficit. The major milestone opens the door for party lawmakers to begin work as soon as next week to advance a signature component of President Bidens agenda that has been stalled for seven months one that could carry vast implications for Democrats in the 2022 election.
In a statement, Manchin did not share specific elements of the agreement. But he alluded to renewed support for proposals that address energy costs and climate change, marking a dramatic shift from weeks earlier, when the moderate senator said he could not support Democrats initial vision this month out of concern about the state of the economy.
The measure also is expected to include provisions that aim to lower prescription drug costs for seniors, impose minimum taxes on corporations and raise money to lower the federal deficit.
For too long, the reconciliation debate in Washington has been defined by how it can help advance Democrats political agenda called Build Back Better, Manchin said in a lengthy statement, referring to Democrats initial, larger spending package that bore Bidens 2020 campaign slogan.

And what is the situation w/ that asshole Rep from NJ?
AND WITH THAT SAID:
I read an unsubstantiated rumor that there are Republicans on board with this. So maybe Sinema and Leahy are moot.
So I won't say that he'll pull the football away, but I won't say that it looks like a done deal yet.
Leahy is still doing rehab after breaking his hip. The last update on his Senate website on the subject was 7 days ago.
I'm sure they'll update the website when he's actually back in his office.

Republicans won't give a shit about WV if they win the presidency and a majority in the Senate. In fact, WV is probably last on their list of "Sates Needed to Win the Electoral Vote." The people of WV desperately need Democratic help in the areas of Health Care, jobs, Addiction Treatment, Elderly Care, Civics, and Education.

(169,757 posts)There are references to the offshore leases (I believe GOM ones) from 2016 and on that would continue with sales or resume, but am not seeing anything about Alaska specifically.
This is not the final bill as it has to be reviewed for any "Byrd Rule" violations then the nightmarish amendment process, so it still has a ways to go.

What the "least favorite" compromise was noted as this -
The provision that is giving climate advocates the most heartburn is one that would mandate the Department of Interior must lease at least 2 million acres of public land and 60 million acres of offshore waters for drilling before any could be used for renewable energy. Tying future drilling directly to renewables was described as a "climate suicide pact," according to Brett Hartl, government affairs director at the Center for Biological Diversity. "More oil and gas leasing is completely incompatible with maintaining a livable planet, so we're forced to fight this," Hartl said in a statement.
"This deal is unacceptable." But even among Senate climate hawks, it's looking unlikely the drilling provision will sink the bill, given the massive investments in clean energy. "I can say it's my least favorite part of the bill," Democratic Sen. Brian Schatz of Hawaii told CNN. "But we made a deal with Joe Manchin. And if somebody thought the deal would have nothing for fossil, they don't understand Joe Manchin. What matters the most are emissions reductions; this bill achieves the emissions reductions that we need to attack the problem of the climate change. In order to get this bill passed, we had to compromise."
Rhodium's John Larsen told reporters Thursday that his group's read of the provision is that it will prevent Biden or future presidents from banning new oil and gas leasing on public lands. But Larsen said it's also not a dramatic expansion of that program. "It's not any different than the historic average of lease sales," Larsen said. "This isn't some historic expansion of leasing compared to what's happened over the last five to 10 years."
Larsen also pointed out that this provision means that administrations have to offer a certain number of lease sales, but doesn't necessarily mean industry will develop them -- especially with higher oil and gas royalty rates being implemented by the Biden administration.Hartl said the Center for Biological Diversity will challenge "every single lease the Interior Department tries to approve" in the future.

I.e., you have the most strongly climate-focussed lobbyists who basically want no more drilling period and the reality is, we don't have the alternate infrastructure in place to do that. As it is, and I remember Jen Psaki used to repeat over and over, that the industry had 9000 already-approved leases that they had not used, so I expect that will factor in any decisions for further leases.
