I think it's more that the sheriff is scared of him
Bundy is the kind of person who would kill a sheriff, or have one of his minions do it, and never be caught because he'd be using a scoped rifle at long range to do it.
Bundy's biggest problem is that killing him is the perfect crime because no cop in the world wouldn't believe you were in fear of your life from him.
