The latest package of US sanctions targets Russia's military-industrial base and its chemical and biological weapons programmes, as well as individuals and legal entities in third countries that help Moscow purchase components for weapons or defence products.
Among other things, the US Department of the Treasury has imposed sanctions on almost 60 people from Azerbaijan, Belgium, China, Russia, Slovakia, Türkiye and the United Arab Emirates, which allow Moscow to buy much-needed technologies and equipment from abroad.

Please do read the whole article from Ukrainska Pravda, because there's more to it than the little bit above.
It seems that the Biden Administration is targeting the supply chain that gets stuff to the military industrial complex and energy industry in Russia. Up to 40% of the parts in some weapons systems were sourced abroad. Among other things, Russia apparently has no domestic chip manufacture. The energy infrastructure is heavily reliant on western parts as well. Cotton сellulose and nitrocellulose are used in explosives production, btw. Many of the folks on this list seem to be trans-shippers moving critical bits sourced in non-sanctioned nations to Russia, thus allowing Russia to evade sanctions. The U.S. intelligence agencies would appear to be doing their job. The news of sanctions on those involved in bio-weapons is rather unsettling.
The statement on these sanctions from the U.S. Department of the Treasury is here:
