I think it was done as a 1-for-1 "match" to tthe TX threat
I think the change in the state Constitution is being drafted with a "trigger" to deploy this should TX be successful with their redistricting. But other states should step up of they can.
(ETA - the revised map takes it down to only 4 (R)s out of a total of 52 seats)
