Most of that was contracted out

and the civil servants were just CORs and/or COTRs managing the task order-based web contracts. The CORs/COTRs basically come up with any new requirements and/or changes, will give that to the contractors (through the Contracting Officer), will get the cost estimate back, and if all-good, then the task order is executed.
