-- local agencies from participating in immigration enforcement operations.
-- holding individuals solely on the basis of a request from ICE (an immigration detainer).
-- transferring individuals to federal immigration agents for civil immigration issues unless there is a criminal warrant.
-- counties from entering into contracts with ICE to rent jail space.
