You are right, it’s many rural markets. But this is not good, and no excuse. When these rural areas are left in the dark, it only diminishes the access to mainstream information. It perpetuates their being left out of progress and views other than typical conservative silo misinformation and all that follows. It is no different than rural areas which lack adequate internet access.
Affiliates shouldn’t be allowed to preempt without a damn good reason.
