But if there is a vehicle where the driver wants to or needs to go far below the speed limit (e.g., hauling a trailer)
(and this includes trucks), and they are not expecting to use an exit/turn lane or highway split that includes the left lane(s) (a number of interstates and state highways do have left exits or "express" vs "local" lanes), then they should stay to the right.
