House advances minibus package after Johnson wins over holdouts

The House advanced a minibus funding package on Wednesday, after Speaker Mike Johnson (R-La.) managed to win over some hard-line conservative holdouts.
The lower chamber voted 214-212 on the rule, which sets up debate and final passage of the package. The minibus includes three bills that would fund the Department of Justice, Department of Commerce, key science agencies and other related entities; the Department of Energy and water development; and the Department of Interior, Environmental Protection Agency and other related agencies.
Hard-line conservatives had previously grumbled about various earmarks included in the package, including one from Rep. Ilhan Omar (D-Minn.) that would provide a Somali-led organization in her district with community project funding. During the vote, Johnson originally had only 206 Republicans on board for the rule. He huddled with Reps. Chip Roy (R-Texas), Andy Biggs (R-Ariz.), Scott Perry (R-Pa.) and other holdouts who hadnt yet voted to hash out a compromise, and he was able to earn enough support for the rule to pass.
Roy, who voted yes, told reporters afterward that they got the Omar earmark stripped out of the bill. The earmark would have given $1,031,000 to the organization Generation Hopes Justice Empowerment Initiative. The initiative provides those in Minneapoliss East African community with substance use recovery and mental health support, as well as job training, according to the organizations website.
