US ambassador to Ukraine to step down, State Department says

The acting U.S. ambassador to Ukraine, Julie Davis, plans to step down from her post in Kyiv and retire after a three-decade diplomatic career, the U.S. State Department said April 28.

Davis, who has served as chargé d'affaires at the U.S. Embassy in Kyiv for nearly a year, is expected to depart in June 2026, according to the department. Her departure would leave a key diplomatic post vacant at a critical moment, with peace talks at a standstill and Russia preparing a possible summer offensive.

The Financial Times reported earlier in the day that Davis' decision comes amid tensions with U.S. President Donald Trump over his administration's approach to Ukraine, including what sources described as diminishing support for Kyiv as it defends itself against Russia's full-scale invasion.

Davis had become frustrated in the role as a result of differences with the president over his lack of support for Ukraine, three people familiar with the matter told the Financial Times.

She was initially nominated by President Joe Biden to serve as ambassador to Cyprus, a role for which she remains accredited. People familiar with the matter said she plans to retire from diplomatic service entirely after leaving Kyiv, marking the end of three decades of work.

Ukraine is ramping up production of homegrown domestic capabilities, but has warned that shortages of US-supplied air defences “could not be any worse”, with Trump’s attention turned to the crisis in the Middle East.

A career member of the US Foreign Service with more than three decades of experience, Davis assumed her duties as charge d'affaires in Ukraine in May 2025 after her predecessor Bridget Brink, also a career diplomat, resigned over her objections to Trump's Ukraine policy.
