The amendments were one to classify millet as a specialty grain and would allow it to have different rules than wheat.
The other was supported by every Democrat in Colorado. A conduit to supply clean water to a few SE counties. The water there is too strongly irradiated for drinking. (this is all from memory so crucify me if I get it wrong). The counties are very sparsely populated some of them majority Hispanic from before the US was a country. People had to truck in drinking water. It brings drinking water to 50,000 people, not for Ag.
SE Colorado is part of the old Comancheria and looks a lot like the parts of OK and TX that it's close to, flat and dry, antelope, not many people.
