(6,943 posts)What the tactical team was doing is referred to in EMS services as 'mutual aid', and it is VITAL in such situations. There was no acceptable excuse for what he did.

DC Metro denies this story, btw.

(6,943 posts)The Capitol being on lockdown does NOT require a tactical-response team, but an 'active shooter(s)' scene does. DC Metro can deny whatever they wish, but their knowledge would be second-hand, since they have no command or control over the Capitol Police Department, a separate, independent entity.
