Ukraine president says expects ceasefire, peace plan agreed on Friday

NEWPORT, Wales, Sept 4 (Reuters) - President Petro Poroshenko said he would order a ceasefire on Friday for Ukraine's armed forces battling pro-Russian separatists, paving the way for implemention of a "stage-by-stage peace plan" for his country.

Speaking on the sidelines of a NATO summit in Wales on Thursday, he added that the ceasefire was conditional on a planned meeting going ahead in Minsk on Friday of envoys from Ukraine, Russia and Europe's OSCE security watchdog.

"At 1400 local time (1100 GMT on Friday), provided the (Minsk) meeting takes place, I will call on the General Staff to set up a bilateral ceasefire and we hope that the implementation of the peace plan will begin tomorrow," Poroshenko said. (Reporting by Pavel Polityuk, writing by Gareth Jones)

It was only the version in the Russian media that wasn't upheld.

The Ukr press and what Poroshenko said was explicit: No attacks, but if attacked they would respond. No words about troop movements or resupplies. The ceasefire held from the Ukr side. There was no ceasefire from the rebel side. Meaning that the Ukr troops responded somewhere pretty much daily, if not in several places during a day.

The Russian press reported responses to attacks as a violation of the ceasefire. It claimed that any "real" ceasefire would include no troop movements or resupply, so these things were ceasefire violations. (Meaning, of course, that if the soldiers at the front line run out of food, the rules of ceasefire require that they starve--no resupply, no troop movements).

The Russian press doesn't so much lie as forget to say things or asks questions that cause doubt but communicate no counterevidence. The "factual news" then often draws inferences based on incomplete narratives or relies on the reader to draw erroneous conclusions. Much of Novosti or even TASS seems as much commentary and op-ed as it does factual.

all the stories. And...I am a lot more worried about IS now than Russian-Ukraine. You're not a Christian so it doesn't matter to you, but things are getting spooky, including Obama's words and actions.

because as far as he's concerned, Russia isn't even a party in this dispute since there aren't any Russian soldiers in Ukraine...And technically there isn't even a Ukraine anymore, so who's to say where the borders are??

(Reuters) - A senior pro-Russian rebel leader involved in talks with Kiev said on Thursday that if Ukrainian forces abide by a ceasefire in east Ukraine, rebel forces might also do so, Russian news agency Interfax reported.

"If there is a real ceasefire on their part, then maybe we will also cease fire," Andrei Purgin, a leader of the self-proclaimed Donetsk People's Republic who is due to hold preliminary peace talks with Kiev in Minsk on Friday, told the agency. The Ukrainian president, Petro Poroshenko, said he would order a ceasefire to begin on Friday at lunchtime if peace talks planned to be held in Minsk, Belarus, are confirmed.

Speaking on the sidelines of a Nato summit in Wales, Poroshenko said: "At 2pm local time (11am GMT) on Friday, provided the (Minsk) meeting takes place, I will call on the general staff to set up a bilateral ceasefire and we hope that the implementation of the peace plan will begin tomorrow."

The announcement comes after a phone conversation between Poroshenko and Vladimir Putin on Wednesday. The Russian president later released a seven-point "peace plan" for eastern Ukraine.

On the ground in east Ukraine, a column of rebel armour moved from the town of Novoazovsk, seized last week, in the direction of Mariupol, a major port city which the Ukrainians have said they will defend against any assault. Shelling was audible on the outskirts of town on Thursday afternoon, though there were no immediate signs of a full-scale assault on the city.

(Reuters) - The Association of European Businesses called on the European Union, Russia and Ukraine on Thursday to protect foreign investors from "any further retaliatory measures" on Russia over its actions in Ukraine.

In a statement, the lobby group which represents more than 600 European companies said it had written to 28 heads of states and governments to warn that "among our members are global companies with businesses in sectors which would be directly affected by these measures".

"The introduction of such measures could lead to a serious decline in production volumes and the number of workplaces, affecting not only the manufacturers themselves, but also suppliers and retailers working in these sectors," it said, adding that this would mean a loss in tax and duty payments. Islamic State militants have issued a threat to President Vladimir Putin, vowing to oust him and “liberate” the volatile North Caucasus over his support of the Syrian regime.

The General Prosecutor’s Office of Russia demanded that access to the address, which was posted on YouTube on Tuesday and features what jihadists say is a Russian-supplied fighter jet, be blocked.

“This is a message to you, oh Vladimir Putin, these are the jets that you have sent to Bashar, we will send them to you, God willing, remember that,” said one fighter in Arabic, according to Russian-language captions provided in the video.

“And we will liberate Chechnya and the entire Caucasus, God willing,” said the militant. “The Islamic State is and will be and it is expanding God willing.”

An influential member of the U.S. Senate Foreign Relations Committee, John McCain, has urged leaders of NATO countries to arm Ukraine to defend itself against what he says is a clear Russian invasion. The outspoken Republican said they should also impose “crushing” sanctions against Moscow to check Russian aggression.

Senator McCain had blunt words Thursday for Western leaders reluctant to call Russia's actions in Ukraine an “invasion.”

After meeting with Ukrainian leaders in Kyiv, McCain said failing to clearly label it so means living in Russian President Vladimir Putin's world.

"It was argued for months that providing arms and greater assistance to Ukraine could provoke a Russian invasion; but now, Ukraine is being invaded anyway, showing that the real provocation for Putin has been the perception of Western weakness," he said.

Sen. John McCain (R., Ariz.) expressed frustration today over the ‘shameful’ failure of the United States to provide intelligence and arms to Ukraine as it faces an invasion by Russian military forces.

Speaking from Kiev to CNN’s Jake Tapper, McCain lamented that hundreds of Ukrainian soldiers have been killed in the last week and that the country’s military is facing a severe disadvantage to Vladimir Putin’s troops, armored vehicles, and other military equipment–including drones–now pouring into eastern Ukraine.

McCain said he does not think the cease-fire that is now under discussion will be negotiated successfully due to Putin’s desire to maintain a “frozen” situation where he gains control over the East and creates a land bridge to Crimea, which was unilaterally annexed by Russia after a dubious referendum in March.

Strong explosions were reported on the outskirts of Mariupol and shelling hit the suburbs of Donetsk on Thursday as President Petro Poroshenko and pro-Russian separatists said a Friday ceasefire was on the cards.

Reporters heard repeated blasts and saw plumes of black smoke rising a few kilometres to the east of the strategic port of Mariupol in eastern Ukraine on Thursday.

Earlier, a military source said Ukraine's army was on a state of heightened alert near Mariupol, a strategic port city on the Azov Sea that guards the way towards Russian-annexed Crimea.

Speaking from Mariupol, FRANCE 24's chief international editor Rob Parsons said he was turned away when he tried to travel eastwards on Thursday morning. Ukrainian soldiers told him there was fighting 10 kilometres outside of the city. "They said the Russians were attacking in two colums," he reported, adding that other sources had mentioned four columns with one including 20 tanks.

Alexander Zakharchenko and Igor Plotnitsky, the heads of the self-declared "People's Republics" of Donetsk and Luhansk, made the announcement in a joint statement on Thursday, with the assumption the Russian-supported peace plan will be signed during the negotiations in the Belarusian capital of Minsk.

The two leaders said they "are ready … at 15:00 (local time Friday) to order a ceasefire, if an agreement is reached and Ukrainian representatives sign a plan for the political settlement of the complicit."

The plan must "spell out in detail how to guarantee compliance with this [ceasefire] regime," the statement said.

Ukraine President Petro Poroshenko, meanwhile, said during a NATO summit in Wales Thursday that he would also order a truce.

Ukrainian President Petro Poroshenko said he's ready to order a cease-fire in the east on Friday, if a peace deal is signed at talks in Minsk, Belarus. The rebels also said they were ready to declare a truce Friday if an agreement with Ukraine is reached on a political settlement for the mostly Russian-speaking region.

Poroshenko discussed the outlines of a deal with Russian President Vladimir Putin on Wednesday, and they both voiced optimism about reaching an agreement in Minsk.

Facing major challenges with conflicts in Ukraine, Syria and Iraq and a winding down of operations in Afghanistan, NATO leaders gathered for a two-day summit at a golf resort in southern Wales. NEWPORT, Wales, Sept 4 (Reuters) - European nations will decide on whether or not to impose further sanctions against Russia over the situation in Ukraine depending on events in coming hours, French President Francois Hollande said on Thursday.

"Tomorrow at the European Council ... we will announce sanctions and put them into action if there is no progress (on Ukraine), but everything will depend on the coming hours," Hollande said at the start of a bilateral meeting with Ukrainian President Petro Poroshenko.

Hollande also reiterated that a contract to sell Mistral helicopter carriers to Russia was not broken or suspended but would depend on events in upcoming weeks.

(Reuters) - French President Francois Hollande said on Thursday that a ceasefire and a political settlement in Ukraine were conditions for France to deliver a warship it has built for Russia.

Hollande told reporters on the sidelines of a NATO summit that the contract to supply two Mistral-class helicopter carriers was neither cancelled nor suspended, but the conditions for delivering the first ship - due in October - were not ripe.

"What are the conditions? A ceasefire and a political settlement," he said. "Today these conditions are not in place."

If there were further complications, delivery would be delayed but the contract would not be suspended, he added.

LONDON, Sept 4 (IFR) - Ukraine is expected to breach a key covenant on a bond it sold to Russia that allows Moscow to insist on early repayment, sparking the possibility of a default on its debts.

The breach follows a significant deterioration in Ukraine's public finances, especially its debt ratios, as the conflict with Russia wreaks havoc on its economy.

The IMF said in a review of a stand-by arrangement with Kiev published this week that Ukraine's debt-to-GDP ratio will reach between 67.6% and 68.9% by the end of the year.

That will put the ratio beyond the level agreed as one of the conditions of a US$3bn two-year bond that Ukraine sold to Russia in December 2013.

Putin flies into Chechnya

Vladimir Putin made a rare visit to Chechnya yesterday to support its pro-Moscow administration by laying a wreath at the grave of Akhmad Kadyrov, the Chechen president assassinated in May.

The visit, Mr Putin's second since the killing and the third of his presidency, was an attempt to bolster his claim that Russian-backed martial law has brought peace.

Svoboda is less than 8% of the parliament. Good luck with that legislation, boys. It ain't happening.

Although I suppose it is true that if Svoboda MP's want to introduce any legislation they had better do it right away. If their party does not do better in next month's parliamentary election than it did in May's presidential election - when it polled a gargantuan 1.2% - it will be out of parliament altogether since there is a 5% vote threshold. Better get that crazy right-wing legislation proposed now or it will be too late.

But it is just like the right - the far-right, neocons, fascists, whatever - to push martial law and a military solution to problems.

My point is that although Poroshenko may join a cease fire, his troops
would still be present. I think he should withdraw his troops...many
Ukranian soldiers don't want to fight their fellow countrymen anyway.

In order to protect the 30% of the population that's Russian, it's a Russian-dominated government run for Russians.

In the case of the Donbas, only in a very few areas--primarily in a couple of large urban centers, and even then not including all the suburbs--have more than 50% supported the avowed goals of the rebels.

It's a loud minority with guns that's driving this and allowed people to be thoroughly self-centeredly racist in talking about the issue: The assumption is that if you're Russian-speaking you must, by virtue of skin color and language, have certain political views. Your actual views don't matter. It's prejudged.

By the Transnistria standard that Putin likes, the oblasti are 30% or more Ukrainian, meaning that a fully Ukrainian system run for Ukrainians in the Donbas is justified. If you consider those who support the rebels, you're down under 20%. It's really the die-hard Russian-supremacists and Ukrainian-haters that are being appeased by such rhetoric. The problem is that Russians have rights, lesser peoples have duties.

And in the contest between Great Russians and Little Russians, guess which is "lesser." (Yes, the "Great Russian" terminology, long an anachronism, is resurgent.)

The rebels invoked martial law a couple of months ago, including the seizing of property and military tribunals for things like curfew violations, if the enforcement officers decide to bring charges before them. This includes curfew, bans on personal transportation, price controls, etc., etc. There have been persistent reports of conscript labor for digging trenches and moving materiel.

Can't figure out why they like Stalin's bastard son, but they do.

Maybe because he humiliates the EU and the US, and for some, no amount of wrong done by anybody can make the dark horror of the US seem reasonable. US giving Venezuela a hard rhetorical time? Much worse than leveling Groznyi or causing a war that displaces hundreds of thousands and kills thousands. Sticks and stones may break my bones, but words will really kill me.

Posturing, paid or otherwise.

MOSCOW, September 4 (RIA Novosti) – The first discussion of the seven-point peace plan for Ukraine proposed by Russian President Vladimir Putin was held at a meeting of the Organization for Security and Co-operation in Europe (OSCE) Permanent Council Thursday, according to Russia’s OSCE envoy Andrei Kelin.

“We have stressed that this could be a turning point in Ukraine’s internal crisis and urged everyone to support the plan with action. The most important thing is for this support to be unanimous, especially concerning Washington, because so far this [the United States] has been the only country that has not spoken in favor of an immediate ceasefire. We hope that the American side will be able to strengthen the Kiev authorities’ budding desire to halt military action,” Kelin said.

The Russian envoy noted the positive reaction to Putin’s peace plan on the part of OSCE missions of Turkey, Canada and Switzerland, which is the current OSCE chairman.

On Wednesday, the Russian president outlined a seven-point plan for the settlement of the crisis in Ukraine, calling on Kiev to withdraw troops from the southeastern regions of the country and for the militia to cease military advances.

Vladimir Putin will continue his shadow war until he’s created quasi statelets in Ukraine’s easternmost regions with veto power over the country’s future, five current and former Russian officials and advisers said.

Even after Putin and his counterpart Petro Poroshenko agreed on steps to end more than five months of fighting, the Russian president won’t settle for less than broad autonomy for Ukraine’s mainly Russian-speaking regions of Donetsk and Luhansk, including the right to reject key decisions at the national level such as joining NATO, according to the people.

Putin is willing to wait until November, after Ukraine elects a new parliament and the heating season starts, to ensure his goals are met, in part by extending a natural gas cutoff to force a compromise if needed, one official said on condition of anonymity after speaking with Putin last week.

“Putin’s goal is to force Ukraine to its knees,” said Stanislav Belkovsky, a Kremlin adviser during Putin’s first term who heads the Institute for National Strategy in Moscow. “He wants a federal structure to put part of the country under Moscow’s informal control and block NATO membership.”

40. What Does Russia Want?

An important round-table discussion was held yesterday evening (Monday, September 1st), in Paris, under the auspices of the Franco-Russian Dialogue Association, to attempt to assess the political solutions to the Ukrainian crisis, and to exit from the spiral of escalation. This round-table discussion brought together leading Russian politicians and representatives of diverse French political forces, of the business community (Total, GDF-Suez), and of the cultural and scientific communities. ...

Possible Solutions

It is possible to make several observations here regarding the dynamics of the crisis. The Ukrainian crisis is in fact a product of the destruction of the framework of international law that we have experienced since the middle of the 1990s and which manifested itself around the subjects of Kosovo (1998-99), of Iraq (2003)—the magnitude of whose consequences are today being measured—and, more recently, of Libya. Today we are tasting the bitter fruits of this destruction of the rules of international law; a destruction for which the United States and NATO bear the responsibility. It is not possible to find a framework for resolving this crisis without rules that are acknowledged by all. International law is still based on two rules, which are profoundly contradictory: respect for the sovereignty of states AND the right of peoples to determine for themselves. Mediation between these two principles has been dramatically and permanently weakened by the actions of NATO states and the United States since the end of the 1990s. It is these mediations that we must rebuild. It has thus gone from a crisis internal to Ukraine to an international crisis, and this largely due to the degree of violence employed by the government in Kiev. On this exact point, there is a new contradiction between the position adopted regarding Libya, where the protection of the population justified a foreign intervention, and the Ukraine. This should be borne in mind.

This begs the question of an eventual ceasefire, and of its guarantees. A ceasefire is needed in the shortest time-frame. The continuation of combat can only make even more insurmountable the wall of hatred in the Ukraine, and make more difficult the political solution to the crisis that must nevertheless surely be found. It is clear that what was possible at the beginning of June is no longer possible. The longer hostilities last, the more difficult will it be to arrive at a political solution. Hence, France and Germany should exert strong pressure on the Kiev government in order to constrain it to accept a cessation of hostilities, dependent on Russia putting pressure on the insurgents so that this cessation is accepted. From this perspective, joint action with Russia is required, whether or not this pleases some. This ceasefire should be verified and supervised. This will thus require troops to be interposed between Kiev’s army and the insurgents’ forces. We have to start thinking about this question, knowing that Russian troops will be unacceptable to Kiev, as would be those from NATO states and the EU with the insurgents.

This political solution will be difficult to find. Mr. Naryshkin alluded to the “asymmetric federalism” that exists in Canada for Québec.iii It is a potential solution, but alas not likely. Another solution would be that of an “autonomous region” or of an “autonomous Republic”, in the framework of the Ukrainian state, on the model of Kurdistan in present-day Iraq. Beyond these solutions, the only possible outcome would be that of independence unrecognised by the international community, as is the case with Abkhazia and South Ossetia. The solutions of an “asymmetric federalism” or “autonomous Republic” must be guaranteed by both the states of the EU and by Russia. We will, once again, have to work with the Russian government. However, we are measuring what was lost when Kiev officials refused to organise elections for a constituent assembly in order to rewrite their country’s constitution and put in place a federal system.

Once this political solution is found, the economic viability of Ukraine, and of the autonomous regions of the country’s East, must be ensured. This requires a close look at the dynamic of regional development, once the tasks of reconstructing infrastructure and buildings destroyed during bombardment by Kiev’s Army are completed. These tasks also involve funding, and agreement must be reached on who will be the donor countries. To leave the burden solely to Russia would be, from a political standpoint, a tragic mistake, since this would mean we abdicate the opportunity of influencing the insurgents’ leaders. Again, it will require agreement between the different involved parties, including Russia and the EU.

DONETSK, Ukraine, Sept 4 (Reuters) - Pro-Russian separatists need "proper guarantees" that Ukraine will honour any ceasefire agreement, a rebel leader told Reuters on Thursday, underscoring the lack of trust between the two sides after six months of conflict.

Earlier, speaking on the sidelines of a NATO summit in Wales, Ukraine's President Petro Poroshenko said he would order a ceasefire for his forces in eastern Ukraine if envoys meeting in Minsk accept a proposed peace plan.

"There wll be no ceasefire without guarantees because in the past we had some ceasefire agreements Poroshenko didn't honour. We need proper guarantees because not all troops on the Ukrainian side answer to Kiev," said rebel leader Oleg Tsaryov.

(Reuters) - Russia's foreign minister discussed proposals for a ceasefire in eastern Ukraine with his French and German counterparts on Thursday, underlining the need to build on momentum in Kiev and among the pro-Russian rebels to end the conflict.

Sergei Lavrov and French Foreign Minister Laurent Fabius both "voiced hope" a ceasefire proposed by President Vladimir Putin would help bring the sides together at talks in Minsk on Friday, the Russian Foreign Ministry said in a statement.

It said Lavrov and Germany's Frank-Walter Steinmeier had "stressed the importance of avoiding any action that could undermine the positive trend." (Reporting by Alissa de Carbonnel, Editing by Timothy Heritage)

NEWPORT, Wales, Sept 4 (Reuters) - It is up to individual NATO members to decide whether to supply arms to Ukraine, which is battling an armed revolt by pro-Russian separatists, NATO Secretary-General Anders Fogh Rasmussen said on Thursday.

"NATO as an alliance is not involved in delivery of equipment because we do not possess military capabilities," Rasmussen told a news conference at a NATO summit.

"These are possessed by individual allies, so such decisions are national decisions and we are not going to interfere with that," Rasmussen said when asked if NATO would supply arms to Ukraine. (Reporting by Adrian Croft, writing by Guy Faulconbridge, editing by Paul Taylor)

DONETSK, Russia — Oksana Shevelina, 62, who came here with her elderly mother just a few days ago from their home in eastern Ukraine, squinted at a map of the Russian Federation.

She traced with her index finger an imaginary railroad into the Russian heartland, through the black earth of southern Russia, across the Volga River and into the industrial towns that dot the Ural Mountains a thousand miles away.

She was searching, with difficulty, for her new home.

“Young man,” she asked, “where is Perm?”

MOSCOW — Ukraine and the pro-Russian separatists appeared increasingly close to signing a deal to end four months of fighting, even as Ukraine’s leader met Thursday with President Barack Obama and other NATO leaders in Wales.

Ukrainian President Petro Poroshenko said he’s ready to order a ceasefire in the east on Friday, if a peace deal is signed at talks in Minsk, Belarus. The rebels also said they were ready to declare a truce Friday if an agreement with Ukraine is reached on a political settlement for the mostly Russian-speaking region.

Poroshenko discussed the outlines of a deal with Russian President Vladimir Putin on Wednesday, and they both voiced optimism about reaching an agreement in Minsk.

Facing major challenges with conflicts in Ukraine, Syria and Iraq and a winding down of operations in Afghanistan, NATO leaders gathered for a two-day summit at a golf resort in southern Wales. Before the official proceedings began, Poroshenko attended a meeting with Obama and the leaders of NATO’s four major European powers: British Prime Minister David Cameron, French President Francois Hollande, German Chancellor Angela Merkel and Italian Prime Minister Matteo Renzi.

Russia accused Washington today of undermining peace efforts in Ukraine by supporting opponents to a ceasefire plan put forward by President Vladimir Putin.

"A spike in anti-Russian rhetoric just as we are seeing the most active efforts to reach a political settlement speaks only of the fact that a pro-war party in Kiev enjoys active support from outside, from the United States in this case," Foreign Minister Sergei Lavrov said.

Lavrov noted that Ukrainian Prime Minister Arseniy Yatsenyuk had announced a renewed bid for Ukraine to join NATO just as diplomatic efforts picked up to end the nearly five months of fighting in eastern Ukraine and that the prime minister had also come out against Putin's plan.

"Those who stand on the warpath are taking on an enormous responsibility, not only for continuing the bloodshed, but also for undermining the legitimacy of the actions of the Ukrainian president," Lavrov said in televised comments.

The Commander of Ukraine's Azov special-forces battalion, Andriy Biletsky, said that on Sept. 4 the Russian troops had destroyed the battalion's and the border guards' fortified position near Mariupol.

MARIUPOL, Ukraine — Hopes for a rumored truce were shattered Thursday in this strategic eastern port as Russian troops attacked Ukrainian positions near the city with heavy artillery and missile fire, a Ukrainian militia leader said.

"It is a totally new game," said Oleg Odnorozhenko, deputy commander of the volunteer Azov Battalion, adding that the city's fighters are being attacked by regular Russian army troops, not just mercenaries and homegrown separatists.

The barrage on the outskirts of Mariupol coincided with declarations by Ukrainian President Petro Poroshenko and leaders of the separatist militants in the country's east that a cease-fire was in the offing at negotiations today in Minsk, the capital of Belarus.

But both sides made it clear that a halt in the conflict was contingent on the other side in effect capitulating.

One soldier from the Azov Battalion, a volunteer brigade, said it was attacked in Vynohradne, a suburb adjacent to the city.

Fellow volunteers helped a wounded soldier from the Azov Batallion climb out of a car at a Ukraine National Guard checkpoint. He stood on one leg and led a cheer of “Glory to Ukraine, Glory to the heroes,” and then, “Azov! Azov! Azov!” A Ukrainian translator from Kiev said the soldier spoke with a Swedish accent. There are volunteers of several stripes on both sides of this fight.

Nato leaders cautiously welcomed an apparent breakthrough in the five-month Ukrainian conflict after the country's president, Petro Poroshenko, and one of the leading pro-Russia separatist leaders agreed to order a ceasefire on Friday.

But Poroshenko caught Nato officials off-guard with the disclosure that, while Nato is not arming Ukraine, individual countries, which he did not name, were providing the country with high precision weapons.

The ceasefire, part of a seven-point peace plan proposed by the Russian president, Vladimir Putin, on Wednesday, would freeze forces in their positions at around midday on Friday.

Meanwhile, events on the ground remained volatile on Thursday, with a column of rebel armour spotted in the direction of Mariupol and reports of Ukrainian forces shelling the outskirts of Donetsk.

MOSCOW, September 5 (RIA Novosti) - NATO member states are ready to hold negotiations with Russia on the resolution of the Ukrainian crisis, German Chancellor Angela Merkel said Thursday, Reuters reported.

According to Merkel, who was speaking at the September 4-5 NATO summit in Wales, there is a consensus among NATO members that there cannot be a military solution to the crisis in Ukraine.

On Wednesday, Russian President Vladimir Putin put forward a seven-point peace plan for Ukraine, which will be discussed at the Friday meeting of the Contact Group on Ukrainian reconciliation, comprising Russia, the Organization for Security and Cooperation in Europe (OSCE), the Ukrainian government and eastern Ukraine’s independence supporters.

The meeting will take place in the Belarusian capital, Minsk.
