Ukrainian President Petro Poroshenko has declared that he agreed a "permanent ceasefire" with Russian President Vladimir Putin in east Ukraine, but the Kremlin denies the deal, saying it is not a party to the conflict. The announcement and counter announcement came as NATO leaders are set to meet this week to discuss the Ukraine crisis, which pits Kiev against Russia-backed rebels. There have been concerns about serious abuses by both sides in the war following unlawful government and insurgent attacks in and around Luhansk which have contributed to rising civilian casualties.
