These new arms (and they always are new) aren't just laying around. This is likely a multi-year deal where few arms can even be made before 2020 ends, let alone maybe 2-3 more years out. NOTHING prevents newly elected President Biden from stopping this deal in in tracks on the day of his inauguration.
The other is an investigation into not whether but how many $ Trump, Kusher and others grafted from the US side or the Saudi side. Biden can easily get the Saudis to cooperate with any knowledge they have on Trump's big scam here or else....no more shipments.
