dramatically since 2001 and the War on Terror. Those new residents are not yet Citizens, some may never be and their children aren't old enough to vote yet. Especially true in CA where non-white outnumber whites in the state but are not yet voting Citizens.

It would be nice to have more diverse voices of all sorts in our legislatures.

The "good old boys" doctrine needs to be upended.
