In the British system, you couldn't have a Gipper, a Dubya, or Cheney. Much as they bicker at each other, they have to get along on a personal level and those who can't play nice with others don't get close enough to the greasy pole to start a climb. Much as I love our constitution, we could learn a trick or two from these rowdy scrappy Britons.
