5. Well Jimmy, I may have a solution...

It's called the Land Value Tax. It was the centerpiece of an earlier New York mayoral candidate; Henry George in 1895. There many cities in the United States that utilize this tax system. Here's a link explaining what it is and there are forums on Facebook where it is discussed and advocated.
