I recently learned that DC has over 30 independent police departments. Those guys are Supreme Court police. And he wasn't kicking it- he was indeed stepping over it. You can see it was windy- He's walking down the steps and the wind is pushing it against his feet. Watch what happens when he gets both feet on the other side.
