According to Health Canada, "the impact of a fugitive dust source on air pollution depends on the quantity and drift potential of the dust particles injected into the atmosphere. Fugitive dust contains both the large and fine particulate matters."
The piles had people in Windsor protesting on the weekend. The pet coke also concerns at least one U.S. politician.
"I am very concerned," Congressman John Conyers wrote in a statement. "We must ensure that not only is the river protected, but also the people in the community as well. It is important that we meet with relevant stakeholders."
'not hazardous' ...Why do I not believe them.

(10,103 posts)That stuff is toxic as hell. The Koch brothers are buying it so that coal fired plants can use it. That product is not clean enough to be used as petcoke in smelting; it has a high sulphur content, and all the usual tar sands contaminants. You know, cyanide, arsenic, polyaromatic hydrocarbons, and there is more carbon emissions from burning it as opposed to conventional coal.
Leaving it so that it can blow around is dangerous to all life, including human. Children are especially susceptible to asthma, but lung ailments are the first thing, cancers second. Leaving it to leach into the water means that all the contaminants are in the water, too.....yum.
If you would like a fine synopsis, read this (warning, pdf. I have downloaded it, and have had no difficulties with it.)
