President Harry S. Truman signed the National School Lunch Act on June 4, 1946. Though school foodservice began long before 1946, the Act authorized the National School Lunch Program (NSLP). The legislation came in response to claims that many American men had been rejected for World War II military service because of diet-related health problems. The federally assisted meal program was established as “a measure of national security, to safeguard the health and well-being of the Nation’s children and to encourage the domestic consumption of nutritious agricultural commodities.”

Basically because he and many conservatives at the time was scared stiff because of the revolution of 1848, who was the first real revolution in the modern time when the workers did the revolution thingy - on their own - not as part of a larger plot to topple the ancient regime and replace it with something else... Even as the revolution of 1848 was not to last - it did a lot to make the powers to be at the time, understanding how afoul the rest of the society was - and it also meant country's like Germany who have had its share of revolution violence - understood the importance of doing something to appease the millions of destitute germans who had risen up in such violence...

And it was also because he wanted to have a healthy army to muster if germany's many foes was to do something, like france who until the end of 1945 did had a few bones to pick with germany - and vie verca....

And yea - France did had a decent army - in fact it was one of the first european nations to have a standing army of more than 100.000 soldiers - by the mid 1400s... Of course, the effective strength of the French army was far less than this numbers - but in theory - France could muster 100.000 soldiers by early 1500s - without problems - and France was as warrior-like as any other nation under the sun for centuries - it even helped a rebellious country in the americans in the late 1700s - I'm not sure which country it was but I'm pretty sure history called it the United States of America...

The history of Europe between the American Revolution and WWI is hardly mentioned in American schools -- everything I know about that era has come from independent reading as an adult, and is still spotty.

History is kind of a hobby for me - and I might be somewhat colored by the fact I'm european and living in Europe - and I know a few things about history basically

Many things happened between the US american revolution - and WW1 where US for the first time for real got involved into european politic again - before that, US was a long way from Europe - and maybe not so interested in what was happening in Europe either... And it looks like it is still the case for many americans... SO I guess it is a reason why americans do not learn to much about it in school....

History is interesting - specially now as it is far more than years and kings who is the important thing to remember - the fact is, that you can learn a lot from the past - for what you should do in the future - and it looks like the US in many cases, would have to learn the same things that Europe did in the 1800s - where the treat of revolution was right under the crust for almost a century.. The country's who was able to reform - survived - the ones who did not ended up in a revolution... Like most of the central-european powers - who by the end of WW1 ended up in revolutions where the ancient regime was falling apart - and new regimes had to start the difficult task of rebuilding the world who was devastated by the war... No easy task... Just read some history from that time...

Europe of today - is the result of the experiences of World War One - World War two - the cold war - and the aftermath of the cold war.. No easy way to explain how the future of europe would be - but it will not be a easy task to reconcile all parts of this continent - as many parts of it, either hate the other parts - or is afraid of it... And then we also have what I call "tribal issues" who today is between nations.. Specially in the eastern part of Europe - it is a lotof "tribal issues" who still are not resolved - borders who is between nations who might not be in agreement about where the borders should be.....

I'm going to run with that. That's the precise dichotomy I want to illustrate.

The military is really just a social safety net. Rather than keeping people from starving to death, it's a net that keeps foreign attack OUT. But that's all it is. A safety net.

If you can argue the government has a valid role in keeping the barbarians from killing citizens, it can also be argued government has a role in keeping starvation from killing citizens.

It's a fucking no-brainer.

(Under the Obama administration’s plan, the U.S. will still spend more on the military than most of the leading world powers combined.)

I have had the unpleasant experience of knowing I never wished them actual harm. Not even George 'What me worry' Bush the wrecker.
But time and again I have had the most horrible revenge thoughts enter my head against the Dick. This sacrilege against the good properties of carbon and H2O which we humans utilize properly stands shoulder to shoulder with Pol Pot. Pol built huts out of the skulls of the dead caused by his hands. Cheney builds war machines to kill and mame but does so with a smile. An evil incarnate smirk protruding from the devils head. I hate him. And he is the only person I have ever genuinely hated.

....one of the biggest defense cuts in our history. And then, when he and bush ran against Kerry, they blasted Kerry for being "anti-military" because Kerry voted for those defense cuts, never mentioning that they were proposed by Cheney in the first place!!

These guys are just bizarrely out of touch!

Arguably, the most important thing in any country is the basic physical survival and health of its citizens. Someone who opposes feeding their country's citizens is as much of an enemy as the one who supports bombing them. Indeed, many wars have killed more people indirectly by causing malnutrition and disease, than by direct violence. Does Cheney want the USA to become what is euphemistically called a 'developing country'?

And on the crudest level: how CAN you have a 'strong military' if a high proportion of people are physically unfit due to undernourishment? Indeed, while one might not consider this the best motive, one impetus for child health and nutrition programmes in Europe, was the horrifying proportion of army recruits rejected as unfit (close to half of all British recruits in WW1, for example).

if President Obama does have special selected gerrymandered military shut downs. LOL, why not…if the Republicans can shut down Congress President Obama should shut down those really cool fat cat military profiteered industrial complex places that are just a burden on the tax dollar.

There goes the good old boys, and those easy profits. Most of all sizing down the military means a bigger gas supply, cheap gas. Good reason Cheney is angered and why the Republicans want war, to make more money. Cheney will spent your tax dollars on Mercenaries anyway.

Shut down NASA Huston because it is technologically out dated. Make a new start in the central states maybe even Illinois build “Stargate One” a new advanced space platform designed by Boeing for civilian traffic in what is called orbital space travel.

Tax incentive for moon exploration mining, and private industrial peace projects that advance science, All that to a better economic compliment to climate change. Dump the XL pipeline, it only means dirty air with a volatile environment which does not compliment a new health care system.

This is the moment we the people have been looking for. Encourage education through college to be free. Yes we can have living wages so we don't need a food stamp system, but President Obama has to start doing it.

living shit out of the military, and his drawdown plan was SO precipitous that it became IMPOSSIBLE to implement without potential for morale that was damaged to the point of near mutiny. We had to offer "TERA"--temporary early retirement authority (which added to the expenditure of the whole process) and other inducements to get the end-strength down to the size that HE came up with, and that HE sold to Congress. He left Bill Clinton holding the bag to implement Congressionally mandated reductions that demanded that we cut a lot of good people way too quickly. NO one in military leadership was happy with "Dick." Why? Because Chickenhawk Dick didn't know....well, DICK...about military management, either on the personnel or materiel side. And all that time at the Pentagon didn't teach him a frigging thing, save to ally with cretins like Halliburton to raid the treasury and enrich himself. Pig.

I should think that atheists would pray (irony) for a God, just for him, because hell IS too good for him and that's where he's going, if there is one, when he shuffles off this mortal coil.

He's an offensive piece of shit. I fart in his general direction. Often.
