The 5% from the video were the Hasid (the ultra orthodox), they were completely passive (to the point of being frequently attacked). They frequently opposed the secular Jews who were engaged in nation building.
The rise of Zionism (the nationalistic movement of Jews back to the middle east) is one part of the end of empires that is the 18th-20th centuries. In the last 1/4 of the 1800's individual Jews and Jewish organizations bought land from absentee Effendi landowners. They were supporting Jewish immigrants to the Ottoman Empire (legal immigrations under that government).
Those secular Jews were the kernel from which Israel sprang.
