that he is justified in using his taser twice because his orders weren't followed immediately?
Personally, I think the cop was showing off for the audience he drew, giving them an example of just how tough he feels he is and they'd better watch out. Zapping someone with a taser while they're on the ground, handcuffed and not threatening anyone looks like a power trip to me.

was beyond stupid, but the cop merely had to grab him by the arm and pull him off. There was zero justification to taser him. Don't jump the gun (pun intended) and make assumptions when all I said was the cop told him to get off his car and the guy refused.

Can't think of why he'd be on the car, or what happened prior to that, but darned if his audience can't just exclaim
"Yay, cop! You're the best!"
