1995: The deficit isn't really going down; that's why they killed Vince Foster!

. . . the deficit is an annual measure of the shortfall between what the government spends and what it takes in. Thus, President Obama cannot reduce "Bush's deficit," which has already been added to the national debt. He can only reduce the size of his own deficit in a given year relative to that of any given year of the Bush administration. That's a good thing, so far as it goes, and certainly moving in the right direction, but we are, however, still running deficits, and hence still accumulating, not reducing, long-term debt.
