Mittens said "any president would have done that."
I'm sure Bush "could" have taken out bin Laden, if he wanted to, but he didn't want to.
So he didn't.

Those are two different words with different meanings.
I come from a family of editors.
I noticed that Mittens used a different word than the OP did, and it changes the meaning of the statement.
I certainly don't think the OP was trying to spin or be dishonest or anything like that.
But I do think that in the context of what was being said, would actually made Mittenses statement a dumber statement than if he had said could.
